PURPOSE AND SCOPE
-
Reporting to Utilities Asset Management Head, the HSSE Head is responsible for the design, implementation, communication, and coordination of all Health, safety, environmental, and security programs for the company.
KEY ROLES AND RESPONSIBILITIES
-
This position provides technical and administrative direction on all HSSE decisions, which bear critical importance to overall company direction towards safe operations. The responsibilities include but not limited to:

Advises and supports the HODs & Plant Managers, including interfacing with authorities, and other institutions regarding workplace health, safety, environmental and security issues.

Prepare & present Monthly HSSE reports as required by Management
-
Monitors local laws and regulations and Group HSSE requirements, and imposes measures to ensure that Health, Safety, Environmental and Security compliance and performance expectations are being met.

Attends and provides HSSE inputs during Monthly Performance Management (MPM) meeting & SGMM meeting.

Supports the implementation of HSSE Observation Programme, includes participating in activities, conducts training and coaching for new employees, prepares monthly observation analysis and designs campaigns to address top 3 unsafe observations.

Schedules and participates in Monthly Leadership inspection programs, including Ad-hoc inspections and surveillance during the execution of critical work activities.

Monitors, reports and support on the closure of any HSSE lapses identified through the conduct of inspection for work environment, equipment and tools, and vector control (i.e. preventing mosquitoes breeding & other rodent).

Review Emergency Response Procedure (ERP) and motoring drills conducting status in individual site.

Develops, drives and oversees environmental awareness and protection management programmes, in consultation with Plant Manager, including facilitation of environmental monitoring program (i.e. Air quality, Water Quality, Noise and Soil etc.) and Waste Management.

Liaises with Human Resource Department and Plant Manager on occupational health surveillance such as the annual Audiometric test & Medical checkup

Supports the implementation of site hazardous material management and ensure the practices conform to the local legal requirements and the Group HSSE Hazardous Substances Management Standard

Participate in the Plant’s Safe Operating Committee (SOC) reviewing critical activities.

Work with HSSE Cluster Leads to initiate & carry out consultation and engagement program including development and execution of promotional activities and HSSE coaching and training (Safety Induction and HSSE critical activities)

Training and briefing of GHSSE standards
-
Lead/ participate in Incident Investigation and Root Cause Analysis (RCA) Team.

Ensures dissemination of HSSE Alerts to all sites for lessons learned and prevention of recurrences
-
Participates in evaluating and selection of Contractor and Sub-contractor
-
Records HSSE violation incidents, and report and escalate in accordance to procedure.

Qualifications & Experience
-
Registered WSHO with Ministry of Manpower
-
Registered Fire Safety Manager with SCDF
-
Other WSH related certification (i.e. Managing WAH, Confined Space Assessor, Lifting Supervisor etc.)
-
Degree or Diploma in in occupational Health, safety management or environmental science.
-
At least 10 years relevant experience

Class 3 Driving License
