Financial and Accounting Responsibilities
Supervise and manage all financial and accounting activities.
Assess, propose, and implement financial policies and internal control measures.
Conduct periodic internal audits.
Ensure financial records adhere to statutory compliance requirements.
Utilize digital solutions to enhance financial operational efficiency.
Budgeting and Financial Analysis
Collaborate with facility teams to develop and oversee annual budgets.
Analyze and report financial variances in monthly consolidated and individual facility reports.
Perform quarterly financial account assessments.
Annual Reporting and Regulatory Compliance
Prepare the Annual Report in accordance with the Charities (Accounts and Annual Report) Regulations 2011 and Financial Reporting Standards in Singapore.
Complete the Governance Evaluation Checklist to ensure compliance with the Code of Governance for Charities and IPCs.
Coordination with Agencies and Auditors
Engage with government agencies regarding funding matters and financial reporting requirements.
Liaise with banks and external auditors to maintain audit compliance.
Donation Management
Oversee the receipt, documentation, and financial reporting of public donations.
Manage claims, documentation, and reporting for the Community Silver Trust (donation matching grant).
General Accounting and Financial Administration
Ensure prompt invoice payments and effective cash flow management.
Verify accounting transactions, balance sheet reconciliations, and related financial entries.
Maintain and manage records of cheque books and receipt books.
Oversee petty cash transactions for the HQ Finance Unit.
Handle general accounting tasks, such as inter-department invoicing, bill verifications, claims processing, and payment approvals.
Maintain the company’s Fixed Asset Register.
Supervise purchase planning and expenditure control.
Memorial Trust Fund Oversight
Administer the Memorial Trust Fund for the Welfare Home, including annual audit preparation and submission.
Finance Team Management
Identify training and development needs for finance personnel.
Conduct training sessions on financial policies and internal control measures.
Delegate and coordinate duties within the Finance Unit.
Monitor and evaluate the performance of finance team members.
Oversee and support leave applications within the Finance Unit.
Additional Responsibilities
Actively participate in staff meetings.
Undertake any other duties assigned by management.
