The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to make it easier for those in need to access services and housing. The Joint Office’s work aligns directly with the County’s mission and vision to serve the needs of those who are most vulnerable by providing a safety net of quality services that are developed using an equity lens and a commitment to social justice. The Joint Office is looking for passionate Program Specialists to join our Program team. As a Homeless Services Program Specialist, you will provide strategic leadership and coordination to develop and strengthen the systems of care for the Joint Office of Homeless Services action plans, budget priorities, and community guidelines. You will partner with culturally specific providers, mainstream contractors, and key partners to ensure that responsible and equitable best practices are applied in negotiation and execution of services. In this role, your knowledge of contract compliance will be critical as you will participate in a range of contract management activities. You will utilize a racial equity lens, apply culturally responsive engagement practices, and promote trauma-informed and strengths-based approaches to organize, facilitate, and provide leadership to JOHS contracted providers. Your work will support strategies to achieve equity in the development of cross-jurisdictional homeless system planning, program development, and training. We are hoping to fill positions within a variety of homeless services divisions including, but not limited to Rapid Rehousing, Alternative Shelter, Homeless Families System of Care, and Safety on the Streets. Primary responsibilities may include: Grant Administration & Contract Management: Support the entire contract lifecycle, from development and negotiation to ongoing monitoring and evaluation. Ensure compliance with funding requirements and provide technical assistance to service providers. Fiscal & Resource Management: Support the development and management of budgets, conduct fiscal analysis, and identify funding opportunities. Implement investment strategies that prioritize equity and align with the JOHS mission. Homeless Services System Planning, Development, and Implementation: Collaborate with service providers and partners to design and implement new programs and initiatives. Gather and analyze data to evaluate program effectiveness and drive continuous improvement. Facilitate and support cross-jurisdictional homeless system strategic planning, program development, training: Staff committees and subcommittees, conduct community outreach, provide coordination across County divisions and departments, and create new partnerships in the community to inform, implement, and evaluate services and best practices. Special Projects: Support and lead special projects that require systems change and coordination with internal and external partners. To Qualify We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Minimum Qualifications/Transferable Skills: A Bachelor’s Degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position OR equivalent transferable skills and experience of 5-8 years. Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Strong understanding of homelessness issues and evidence-based best practices. Strong written and verbal communication skills, with demonstrated ability to effectively communicate technical concepts with a diverse range of invested partners. Experience working with public contracting requirements. Ability to work independently and collaboratively, prioritize tasks, and meet deadlines. Commitment for social justice and racial equity. Knowledge of budget development, fiscal management, and program evaluation. Proven success in administrative tasks, meeting facilitation, and organizational skills. Working knowledge and experience of advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes. Understands the needs of and barriers faced by people of color experiencing homelessness. Experience providing culturally responsive services to people with diverse cultural and experiential backgrounds. Additional Details Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Serving the Public, Even During Disasters Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
