The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.
Position Description:
Under broad supervision, performs medium to complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of
operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues.Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.
Primary Duties & Responsibilities:
·Performs job responsibilities with minimal supervision
·Serves as subject matter expert or organization resource for assigned projects
·Assists in the development of standards and procedures used in the implementation or enhancement of systems
·Consults with functional and technical staff to ensure that functionality of automated systems meets user requirements
·Documents business processes for users
·Schedules, facilitates and records meetings and meeting outcomes
·May develop and deliver training as needed
·Serve as liaison between functional and technical teams in the implementation or enhancement of systems
·Provides end user support as needed to troubleshoot issues
·Works collaboratively with customer service agents to ensure accurate responses to end user inquiries
·Gathers, complies and analyzes data
·May participate as a member of internal committees to assess policies, procedures and programs
·Prepares and presents various project artifacts including presentations, meeting notes, business process flow diagrams,
·May perform initial system configuration for testing various business proofs of concept
Skills and Competencies:

·Capable of interpreting business insights to develop technical solutions
·Ability to identify opportunities for improvement and work collaboratively to develop recommendations

Pay Grade: K
Salary range: $43,268.09 - $56,868.62
Bachelor's degree in business or related field from an accredited college or university AND Two years of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Business Analyst 3 – GSP132
Pay Grade: L
Salary range: $47,982.94 - $63,351.55
Bachelor's degree in business or related field from an accredited college or university AND Four years of
Preferred Qualifications:
Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following:
·Experience with state or public sector organizations
·Experience with large scale business transformation projects
·Highly organized, proactive, self-starter
