POSITION SUMMARY:

This position works in collaboration with the Chief Operating Officer and the Chief Medical Officer to provide oversight of all outpatient medical service programs within the Center, including Medication Clinic and Primary Care - ensuring all programs maintain high quality standards and comply with all relevant regulatory, licensing and credentialing requirements while meeting target goals and objectives.

This position also supervises assistant directors and other assigned staff and maintains essential roles with regulatory entities. This position provides ongoing assessment of community needs to develop appropriate services. This position is responsible for developing key performance indicators, benchmarks and maintaining quality and productivity data on all services and staff to assure that services operate in a highly cost-effective manner while ensuring that direct services are of the highest quality, are client-centered and provide optimal outcomes through the use of state-of-the-art and evidence-based interventions.

This position is responsible for developing policies and procedures to promote the philosophy, goals, and mission related to service areas of responsibility. Furthermore, this position provides support, consultation, and motivation to all responsible associates. This position operates with a large degree of autonomy and must exercise tact, judgment and confidentiality in contact with the public, governmental bodies, other agencies, clients and families, as well as fellow associates of the Center. Work is very broad in scope and requires a high level of professionalism.

The physical location for this position is Peru, IN.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Lead Primary Care and Medication Clinic operations in both CCBHC and FQHC environments, in collaboration with the Chief Operations Officer and Chief Medical Officer, to ensure maximum efficiency of Med Clinic and Primary Care operations.
  • Maintain compliance with federal and legal standards in accordance with the accrediting bodies of Joint Commission, DMHA, IDOH, and HRSA, as well as all health plan contract.
  • Oversee 340B compliance, reporting, and implementation of regulations.
  • Maintain FTE tracking, weekly operations reporting, financial variance reporting working toward meeting and exceeding departmental/program KPI’s.
  • Understand of the client assessment process including required information to complete assessments, diagnoses, treatment modalities, continuum of care, treatment planning, setting goals that are objective and behaviorally stated with time limits and documentation sufficient to coach, teach and evaluate the work of others.
  • Demonstrate an understanding of client/Center needs according to programs available under the continuum of care.
  • Supervise assigned staff/clinicians to ensure compliance, quality, and efficient operations while, making sure staffing sufficiently meets the needs of the clients.
  • Demonstrate competence in the use of agency documentation expectations and supervises other clinicians to ensure that notes are completed timely after each appointment according to Center policy and accurately reflects client progress towards goals.
  • Facilitate appropriate communication between program managers and staff and ensure that each level routinely receives adequate supervision for full compliance with regulatory standards and requirements within the respective program.
  • Interface with the Chief Compliance Officer to ensure the development, implementation and monitoring of program quality assurance standards in compliance with regulatory requirements include participation in utilization review and incident review as well as investigating utilization and incident review inquiries.
  • Assess the training needs of operational programs and coordinate relevant training with the appropriate resources in order to meet those needs through internal as well as external resources.
  • Monitor and supervise programmatic budget compliance and revenue/census management issues ensuring maximum revenue potential and efficient utilization.
  • Identify outcome measures and monitor program performance in accordance with FQHC and/or CCBHC standards.
  • Provide strategic planning and development for ongoing programs and new programs.
  • Identify service gaps and plan programs and service initiatives to address these areas presenting proposals to various funding sources.
  • Plan and supervise the submission of grants to fund services consistent with programmatic needs.
  • Participate in annual budgetary planning meetings as well as monthly budget reviews.
  • Facilitate monthly department meetings reporting feedback between various levels of operation to ensure optimal program operation.

REQUIREMENTS:

Background Checks:

  • 4C Health is a Drug-Free Workplace employer. Candidates must be willing to submit to a pre-employment drug screen.

Education:

  • Minimum of a Bachelor’s or Master’s degree from an accredited college required.

Experience:

  • Prior executive or director level experience in the mental health or healthcare industry over multiple programs preferred, especially in FQHC or CCBHC environments.
  • Minimum of five (5) years of experience in mental health or healthcare industry with progressing levels of supervisory/management responsibilities required.
  • Prior experience working with budgets, financial reports, regulatory entities, insurance standards in an FQHC or a community mental health setting highly preferred.

  • Ability to supervise others and maintain harmonious relationships among and between associates.
  • Ability to think critically and perform complex problems; ability to execute solution-focused tasks.
  • Ability to manipulate large databases, produce meaningful analytical and management reports and operate comfortably within multiple computer applications.

  • Ability to maintain confidentiality.
