SUMMARY The Senior Program Manager will provide management and oversight of personnel, supervision, scheduling, work assignments, quality control of services and work products, and communications with Government stakeholders. As a federal contractor, CNI is a drug-free workplace and adheres to the Federal Controlled Substance Act. ESSENTIAL REQUIREMENTS Must be able to obtain and maintain a Secret clearance which requires U.S. Citizenship. KEY DUTIES AND RESPONSIBILITIES Essential Duties and responsibilities include the following. Other duties may be assigned. Leads, coordinates, and manages all aspects of the federal government contract program, ensuring that it is executed in compliance with all relevant regulations and requirements. Establishes and maintains strong working relationships with government officials, subcontractors, team members, and other stakeholders to facilitate effective communication and collaboration. Ensures strict adherence to the terms and conditions of the government contract, including scope, budget, and timeline. Monitor and report on contract performance metrics and milestones. Develops and manages program budgets, forecasts, and financial reports. Tracks expenditures, identify cost-saving opportunities, and ensure efficient resource allocation. Identifies, assesses, and mitigates program risks. Develops and implements risk mitigation strategies to ensure program success and compliance. Recruits, trains, and supervises program staff. Fosters a collaborative and high-performing team environment. Sets clear expectations, provides regular feedback, and conducts performance evaluations. Implements and maintains quality control processes to deliver high-quality results that meet or exceed client expectations. Prepares and delivers regular reports to government stakeholders, senior management, and other relevant parties. Ensures accurate and timely reporting on program status, progress, and performance. Ensures that all program activities adhere to federal government regulations, ethical standards, and company policies. Uphold the highest level of integrity and transparency. Manages the development and delivery of all contract deliverables. This includes supporting and managing the day-to-day operations of other contract personnel. Identifies and addresses issues and challenges that may impact program delivery. Work closely with stakeholders to find solutions and drive continuous improvement. Provides periodic updates to Government stakeholders. Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Duties, responsibilities and activities may change at any time with or without notice. EDUCATION AND EXPERIENCE Bachelor’s degree in a related field of study required. Must have a minimum of twelve (12) years’ experience managing projects of increasing complexity in terms of size and scope; or an equivalent combination of experience/education. At least five (5) years’ experience managing federal contracts. JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES Knowledge of program management tools and procedures. Solid leadership and management skills, particularly “influence management” and “conflict resolution.” Experience throughout the program lifecycle from development through closeout to include proposal development, requirements decomposition, financial and risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts. Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements. Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs. Knowledgeable of and skilled in implementing “best-in-class” concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives. Excellent leadership, planning, financial management, cost control, and contract negotiating skills. Ability to manage multiple services and task order projects simultaneously. Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions. Ability to prepare, justify and administer program budget and to assess financial conditions. Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions. Ability to organize work, set priorities and determine resource requirements. Excellent supervisory and management skills with ability to recruit, train, mentor and motivate others. Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals. Ability to manage and resolve conflicts, grievances, or disagreements in a constructive manner. Exceptional organization, problem-solving and critical thinking skills. Exceptional customer service and relationship-building skills. Excellent verbal and written communication skills with solid presentation skills and ability to provide written content for federal contract proposals. LANGUAGE SKILLS Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
