900 CMH Services Inc. is Hiring a Tech Delivery Manager Near Maryville, TN

Position Summary
The Delivery Manager is responsible for providing strategic thought leadership and measurable, defined outcomes in the delivery of a portfolio of solutions. Key focus areas will be in the direction and execution of strategic long-term technology goals, as well as leading a team of technology professionals focused on delivering stable, complete, and quality solutions. They partner with the business to identify and evaluate project ideas, determine the scope and value related, estimate the budget and resource needs, prioritize and schedule the work based on expected value and resource capacity, and monitor and control the work from initiation through value realization. The Delivery Manager role is responsible for managing a wide variety of team members, from portfolio (business, systems, functional analysts, product owners, project managers) to development (software engineers, quality analysts) to architecture and the entire lifecycle of delivery. 

Primary Responsibilities
• Partners with the business to identify and prioritize technology programs and projects required to 
realize the strategic goals and objectives of the organization. 
• Assists in defining the business case, completing a cost/risk analysis, determining the budget.
• Communicates the strategy, goals, and objectives to the portfolio teams. 
• Facilitates the annual project/financial planning process.
• Drives innovation and creative solutions that deliver business results while meeting IT operational 
guidelines. 
• Works closely with Architecture to identify the best solution to meet the business objectives and 
requirements.
• Collaborates with business partners to lead change and optimize the business model through 
automation, custom developed and package solutions.
• Facilitates the process to determine resource need and negotiates cross team resource allocations 
based on the approved prioritized roadmap. 
• Optimizes resource (time, people, money) allocations for programs and initiatives, ensuring the 
organization achieves the highest value possible from the allocation to the programs being worked.
• Works with product owners and architects to define future state, evaluates existing applications to 
determine technical changes, and oversees the delivery of quality code.
• Responsible for managing the portfolio program and project roadmap. Clearly sets expectations on 
when program/project timelines and expected value. Completes reviews to ensure value is realized and goals/objectives are met.
• Gathers information and provides portfolio level reporting on value realization, budget/actuals 
reporting, key decisions and risk/issues management.
• Responsible and accountable for the successful delivery of the assigned programs and projects in their assigned portfolio (scope delivered on time, on budget with quality).
• Manages all procurement activities related to the portfolio or programs and projects, ensuring that they are properly prioritized and providing timely updates to allow for course correction.
• Provides overall vision, direction, goals and operating practices that promote a high performing team. 
• Conducts performance reviews, merit planning, coaching and handling performance/discipline issues. 
• Mentors and develops staff through regular communication, training, coaching and succession planning. 
• Guides and leads the team through change. Manages recruiting, employee relations, staff recognition and retention.
• Measures and monitors team efficiency, productivity, and improvement opportunities through metrics.
• Coaches and mentors team members to ensure adherence to our delivery standards and practices and empowers team members to pursue autonomy, mastery and purpose.
• Trains and mentors team members on the approved standards, policies, processes, and procedures.
• Ensures that projects follow the established methodologies allowing for centralized reporting, efficient program/project delivery and consistency across business units.
• Provides technical leadership for development teams, managers, and leads.

Primary Qualifications
• Bachelor’s degree in Computer Science, MIS, Business Administration or related field or equivalent work experience
• Master's degree or other certification preferred but not required
• Project Management certification (e.g., PMP, Agile Certified Scrum Master (CSM) PRINCE2) preferred but not required
