Title:Human Resource Specialist

Location: Hybrid (Washington, DC Metropolitan Area) 1 day a week

Role:

The Human Resource (HR) Specialist is a junior position and will assist with recruitment and staffing, employee benefits administration, payroll, retirement, and other assigned duties for this Federal civilian government organization. The resource responds to daily task assignment requests from either the Human Resources Officer or Deputy Human Resources Officer.

Duties:

The Human Resource (HR) Specialist provides support in one or more of the following domains:

Staffing/Classification:

  • Provides recruitment and advisory services to human resource office staff, Office managers and Division leadership upon request
  • Maintains records in accordance with internal records management guidelines
  • Assists in the recruitment ofinternal and external candidates using Merit Staffing and Delegated Examining procedures
  • Prepares and posts vacancy announcements on USA Staffing or via internal Department emails
  • Leads special staffing and/or classification projects as assigned by the human resource officer or team leader
  • Serves on Departmental workgroups as assigned

Benefits:

  • Serves as liaison between the Human Resource Benefits Officer from the Department’s Office of Human Resources and the Office’s Human Resource Officer and/or Deputy Human Resource Officer for payroll, timesheet, and retirement actions
  • Assists with the Agency benefits program by evaluating benefits processes for efficiency
  • Reviews and evaluates Standard Operating Procedures (SOPs), recommends areas for improvement, assists in the development of new SOPs
  • Assists in the preparation of new hire packages for new employees prior to entering on duty
  • Assists human resource specialists with researching complicated human resource matters

Payroll:

  • Supports the Human Resource Office with various issues pertaining to pay and time and attendance
  • Provides advice and assistance to ensure that critical payroll-related deadlines are met
  • Reviews system reports and identifies necessary corrections to specific payroll computations
  • Researches and troubleshoots complex payroll issues
  • Contacts the National Finance Center (NFC) when necessary to correct personnel and payroll actions
  • Assists with payroll reports to ensure accuracy and timely submission

Retirement:

  • Supports the Human Resource Office by providing advisory service to employees regarding Federal Employee Retirement System (FERS), FERS Revised Annuity Employee (RAE), Civil Service Retirement System (CSRS), and CSRS Offset
  • Reviews employee Official Personnel Folders (OPF) for accuracy and assist with the uploading of documents in the e-OPF system
  • Assists the Human Resource Officer with retirement computations
  • Assists with writing Retirement-related SOPs
  • Serves on Departmental working groups to implement retirement initiatives as assigned

Required Skills:

  • Either a minimum of an Associate’s degree in a field of expertise related to human resource operations with a minimum of one year experience in Federal sector human resources; OR three (3) years’ experience in human resources operations in the federal sector including:
    • Assisting with the personnel recruitment and hiring process by coordinating job posting in USA Staffing, reviewing resumes, and performing telephone interviews and reference checks
    • Preparing new-hire paperwork
    • Processing personnel action forms and ensuring proper approvals, disseminating approved forms
    • Consulting with staff on merit system principles, prohibited personnel practices and the development and use of valid selection criteria.
  • Knowledge of the Federal government laws, regulations, policies, processes, and procedures relevant to the role.
  • Experience with Microsoft applications including use of MS Outlook, MS Word, and MS Excel.
  • Knowledge of Federal human capital and human resource principles.
  • Excellent oral and written communication skills.
  • Excellent problem-solving, critical thinking, and analytical skills.
  • Ability to work independently and in a team, environment working directly with internal customers, staff, and program sponsors.
  • Ability to be flexible, resourceful, organized, and work in a fast-paced business environment with special requests.
  • Experience and knowledge of the Department of Labor (DOL)’s and Office of the Solicitor’s human resource systems, practices and procedures will be a positive consideration.
