Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.

The 1,500 computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within Depatment that will require remediation due to:

  • Adoption of the Florida PALM Standardized Business Process Model.
  • Transition to the Florida PALM Chart of Accounts values.
  • Replacement of Central, Payroll and Departmental FLAIR functionality.
  • Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system.
  • Implementation of Information Warehouse data to support agency specific reporting requirements.

The computing asset modifications to complete the Department's PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

Included in the inventory of computing assets that must be transitioned to the Florida PALM solution are local computing applications and a reporting infrastructure maintained by the Office of Work Program and Budget (OWPB) and the Office of Comptroller (OOC) Systems Support Section to address core functional needs and to facilitate complex reconciliations for the management of budget and processing of actual financial results. OOC specifically manages over 100 interfaces to/from the Department of Financial Services (DFS) Florida Accounting Information Resource (FLAIR) system. As part of the Florida PALM System Transition (FPST) Project, impacts to the OOC computing assets must be determined and the applications must be remediated to interface with the Florida PALM system solution. In addition, computing assets must be analyzed to determine if there are any that need decommissioning. To allow for the resolution of the OWPB and OOC impacted computing assets, we are requesting a systems analyst position for the analysis and remediation efforts to transition to Florida PALM. The position's concentration will be the review of Florida PALM interface offerings, the analysis and remediation of impacted computing assets, and validation of modified computing assets during Florida PALM cycle testing.
Education:
Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree
Experience:

Candidate MUST have:

  • A minimum of 10 years of systems analysis and programming experience.
  • A minimum of 5 years of FOCUS and WebFOCUS programming experience inclusive of FOCUS 4GL, WebFOCUS Application Studio and Report Caster.
  • A Minimum of 3 years of Microsoft Power BI development experience inclusive of Power BI Desktop, Power BI Paginated Reports, and Power BI Dataflows.
  • A minimum of 5 years of Structured Query Language (SQL) experience inclusive of SQL syntax, views and stored procedures.
A minimum of 5 years of broad IBM Mainframe development experience inclusive of but not limited to ISPF, JCL, COBOL, DB2 for z/OS or similar relational databases
Primary Job Duties

The submitted candidate must be able to perform the following duties and/or tasks:

  1. Perform technical assessments and define the impact on reporting and local computing applications as a result of Florida PALM. Produce written deliverables including, but not limited to architectural diagrams, technical specifications and narratives, interface requirements, and supporting functional or technical analyses.
  2. Review Florida PALM interface offerings, file definitions, and standardized business processes to determine remediation required for Department financial related computing assets. Address dependencies with other interfacing computer applications. Propose potential decommissioning for unused computing assets.
  3. Address remediation requests for local computing applications and WEB based inquiries for Department's budget management, program development, cost accounting, funds authorization/reimbursement, and funds approval functions. Coordinate with application owners to identify essential financial related information for complex reconciliation efforts and validation of end results.
  4. Provide detailed data element mapping of inputs and outputs with other systems interfacing with Department's maintained applications impacted by the Florida PALM transition efforts. Inputs can include manual data entry, direct access to other systems, and batch uploads. Outputs can include data extracts, direct access to data from other systems, and reports.
  5. Participate in validation of Florida PALM data configuration workbooks and supporting data conversion analyses of Department data to align with revised data structures. Develop data conversion programs to convert data within Department financial related computing assets.
  6. Develop testing strategies, data scenarios and test plans to ensure computing asset modifications are tested properly beginning with unit testing and extending through Florida PALM cycle testing phases.
Confer with Central Office and District personnel to ensure the Office of Comptroller systems are performing as required
Job Specific Knowledge Skills & Abilities

The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:

  1. Skill in developing and maintaining FOCUS and Web FOCUS programs and access methods using FOCUS Masters and SQL Pass-through.
  2. Skill in developing and maintaining Power BI Desktop and Paginated Reports.
  3. Skill in developing and maintaining SQL (Structured Query Language) statements, Views, and Stored Procedures for MS SQL Server and DB2 databases.
  4. Ability to review programs for the afore-mentioned technologies and determine and document program flow, business rules/logic, inputs/outputs, and database actions included.
Knowledge of the principles, practices and techniques of documenting, maintaining and testing existing computing applications
  1. Knowledge of relational database theories and concepts.
  2. Knowledge of mainframe computer systems and supporting software such as Customer Information Control System (CICS), Time Sharing Option (TSO), Job Control Language (JCL) and Interactive System Productivity Facility (ISPF).
  3. Ability to work independently in the technical analysis, evaluation and resolution of custom-written computer application production issues or problems, with little or no assistance, and to make decisions and recommendations to remediate those issues or problems.
  4. Ability to plan, organize, coordinate, and prioritize work assignments for him/herself or lower-level analysts.
  5. Skill in accurately estimating time requirements for computer programming tasks in a computer application maintenance environment.
  6. Ability to work effectively with Project Managers, Business Analysts, Data Analysts, and Technical Architects to build efficient, viable solutions in the maintenance of business applications utilizing all established departmental standards.
  7. Ability to analyze processes and workflows to design efficient information solutions.
  8. Ability to prepare complex computer program specifications.
  9. Ability to prepare computer program test plan and to create test databases and test environments.
  10. Ability to interact and collaborate directly with customers, technical staff, and management.
  11. Skill in interpreting and communicating technical information both verbally and in writing.
  12. Ability to develop and manage technical documentation in accordance with the Department's standards.
  13. Strong working knowledge of Microsoft Office.
  14. Experience working on accounting and financial computing applications and monitoring complex interfaces with external systems.
Preffered Knowledge Skills & Abilities:
  1. Accounting, Financial, Computer Science or Management Information Systems (MIS) related degree.
  2. Skill in data conversion techniques, data cleansing approaches and validating data relationships.
  3. Knowledge of the Florida Accounting Information Resource (FLAIR) system, including transaction type details and interfacing methods.
  4. Knowledge of the Office of Comptroller's internal applications, reporting systems, and interfaces.
  5. Knowledge of the Office of Work Program and Budget's internal applications, reporting systems, and interfaces.
