I. DESCRIPTION OF SERVICES Railroad Commission of Texas requires the services of 2 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Railroad Commission of Texas.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Railroad Commission of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
I. DESCRIPTION OF SERVICES The Railroad Commission of Texas ITS Division requires the services of two experienced Business Analyst technical resources, preferably with RRC Oil and Gas systems knowledge/experience, hereafter referred to as Candidate(s), who meets the general qualifications of a Business Analyst Level 3 in emerging technology, and the specifications outlined in this document.

Job DescriptionThe Worker will perform advanced (senior-level) business analysis work related to analyzing and implementing complex, emerging technology hardware and software projects for the Mainframe Transformation Program at the Railroad Commission of Texas (RRC), including work in analysis of deployed functionality for Production Support and process improvement activities. The focus of the work is intended to be data-related, including data modeling, data bridging, root cause analysis of data errors, and data flow documentation. Requires knowledge and background in Microsoft SSIS, MS SQL Server, and Oracle as well as awareness of the full environment technical stack of Informatica, MuleSoft, COBOL, Java, Salesforce, .NET, Oracle, Snowflake and GoAnywhere. Work will be to review or develop written documentation for coding or correction of ETL solutions between Microsoft SSIS and Oracle platforms, among other work.
Duties involve use of multiple methods in gathering, developing, and documenting requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; and research and special project support provided to users. This role will work under limited to minimal direction, with considerable latitude for the use of initiative and independent judgment.
This position will be responsible for analysis and documentation in the implementation of multiple inter-related projects (including implementation of software applications in Software as a Service (SaaS) or Commercial off the Shelf (COTS), migration of data from the mainframe to the new systems and building a Data Warehouse). This position also ensures that deliverables and materials are produced and maintained in accordance with established processes and procedures, are of consistent quality, and use accepted business analysis methodologies. May assign and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required /Preferred Experience 8 Required Business analysis experience with a focus on data modeling and data flow for software development projects; including the preparation of project related documentation, data model and data flow documentation. 8 Required Strong interpersonal, collaborative, analytical, written/verbal/
presentation communication skills in English (specifically
technical writing); and well versed with MS Office suite of
products and prototyping/screen mock-up tools such as Visio and SnagIt. 8 Required Hands-on requirements elicitation; client management and
technical documentation including traceability, use cases,
prototyping, and data modeling. 8 Required Facilitating analysis of business and functional requirements and design of technology specifications, working with business /
functional personnel. 8 Required Facilitating interactive sessions with business and cross
functional teams. 8 Required Strong analysis experience and expertise in assessing Production Support issues related to system and/or data bridges to determine Root Cause and document items needed for data or system correction. 8 Required Developing/maintaining an understanding of key business drivers/impacts, assisting clients with identifying and solving business-related system and data errors. 8 Required Facilitating analysis of business and functional requirements and design of technology specifications, working with business /
functional personnel. 8 Required Defining functional design and systems specifications; preparing/reviewing/delivering completed packages. 8 Required Participating in and providing guidance to Business and
Functional Units in developing and completing user acceptance
testing, training, and implementation-related activities. 4 Required Experience SQL, including MS SQL Server; SSIS and .Net development environments; Azure DevOps; Oracle; and analysis of data bridges. Preferred Familiarity with mainframe environments, including hierarchical databases and their limitations; relational databases; Informatica, MuleSoft, COBOL, Java, Salesforce, Snowflake and GoAnywhere. Preferred Experience with process improvement strategies and
methodologies. Preferred Proven ability to lead change and design more efficient
processes. Preferred Experience in Oil and Gas industry as well as general
compliance and enforcement related projects as a Business
Analyst with a focus on data, databases, and data bridges. Preferred Proven ability to w ork compatibly within multifaceted teams;
resolve conflict; and deal with challenging situations. Preferred Bachelor's Degree in Computer Science, Business
Administration or related discipline or equivalent work
experience.
III. TERMS OF SERVICEServices are expected to start 10/17/2023 and are expected to complete by 8/31/2024. Total estimated hours per Candidate shall not exceed 1760 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATIONServices shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business are Monday through Friday from 8:00 AM to 5:00 PM Central Time, excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments.
The primary work location(s) will be Work from Home. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Railroad Commission of Texas.
V. OTHER SPECIAL REQUIREMENTSThe candidate or vendor should provide a desktop or laptop device for the candidate to connect work with RRC via GoToMyPC (or similar) and must have a device capable of handling this connection, including a headset as needed. Alternately, the RRC may provide a desktop or laptop device for connection to the RRC network in certain situations. The laptop must be returned to the RRC Help Desk upon candidate resignation or termination or the end of the purchase order/contract.
