Job Title: Benefits Program Specialist II- Emergency Worker

Job Locations: Human Services- Virginia Beach Blvd offices (Remote)

Schedule: 25-30 hours per week between the hours of 6:00am – 9:00pm Monday through Sunday each week

Payrate: $21.78/hourly

Job Duties:

The City of Virginia Beach Department of Human Services is seeking experienced Benefit Program Specialists II. Under general supervision, Eligibility Worker II's will manage tasks within a caseload consisting of either SNAP, TANF, Families and Children Medicaid, and Aged, Blind and Disabled Medicaid or a combination of programs. The incumbent will assist with Medicaid unwinding and the processing of benefit program changes. This position will assist staff with processing ongoing case actions in the division.

• Conduct interviews, gathering, assembling and reviewing information supplied by applicants and ongoing recipients regarding financial and non-financial criteria relevant to the initial and on-going eligibility.
• Process applications, redeterminations and Interim reports for assistance on the Virginia Case Management System (VaCMS) and establish case files.
• Authorize denial, reduction, or termination of benefits when applicant/recipient is determined not eligible and interpret and explain complex rules and regulations to applicants/recipients regarding their eligibility, rights and responsibilities.
• Work 30 hours per week and assist with processing SNAP and Medicaid renewals, reapplications, and changes while applying the complex policies and procedures of the program.
• The incumbent will work a variable schedule between the hours of 8:00 am - 9:00 PM, Monday through Sunday of each week.
• Additional duties will include Initiating referrals to the Fraud department, completing appeal summaries and attending appeal hearings.
• Serve as a Lead worker and participate effectively as a team member by collaborating with colleagues to meet processing guidelines.
• The incumbent will work a variable remote schedule between the hours of 6:00 am - 9:00 PM, Monday through Sunday of each week.

Indicated Equipment to be utilized: ( City vehicle, tools, computer, software, etc., indicating type) MS Office Software.

Minimum/Special/Additional Requirements:

• Requires a Bachelor’s degree in human services, business administration, accounting, or a related field and two (2) years of experience as an Eligibility or other Social Services Benefits Worker determining eligibility for SNAP, TANF, Families and Children Medicaid, and/or Aged, Blind, or Disabled Medicaid; OR any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the required knowledge, skills, and abilities.
