Description

POSITION: Payroll Specialist

PROGRAM ASSIGNMENT: Accounting Department

SCHEDULED WORK HOURS: Non-exempt, 40 hours/wk

IMMEDIATE SUPERVISOR: Controller/Senior Accountant

CLOSE WORKING RELATIONSHIP WITH: Director of Finance, Controller, other Accounting Department Staff, Director of Human Resources, Abilis personnel and the people we serve.

ESSENTIAL FUNCTIONS:

  • Implementation and adherence to agency policies and procedures and pertinent state and federal government regulations.
  • Ability to prioritize, manage and complete job responsibilities as outlined in this job description.
  • Ability to maintain confidentiality of agency affairs, agency staff and agency participants.
  • Ability to acquire an understanding and working knowledge of Paycom, Sage lntacct accounting software, within a reasonable period of time.
  • Ability to acquire an understanding and working knowledge of Abilis policies as they relate to payroll including overtime, paid time off and payroll deductions within a reasonable period of time.
  • Ability to acquire a thorough understanding of accounting reporting requirements relating to non-profit operation within the State of Connecticut, within a reasonable period of time.
  • Computer literacy and mathematical aptitude.

GENERAL RESPONSIBILITIES:

The Payroll Specialist is responsible for preparing, reporting and distributing the bi-weekly employee payrolls for staff and clients. General responsibilities include the timely generation of reports and other information for use by management, the implementation of sound accounting practices within the organization, assisting with the annual audit and providing assistance to the Senior Accountant, Controller and Finance Director.

A. KEY AREA OF RESPONSIBILITY:

Preparation of the bi-weekly employee payrolls for staff and clients along with all regulatory Federal and State tax filings.

Specific Duties:

  • Prepare bi-weekly employee payrolls for staff and clients, including issuance of checks, direct deposits and all payroll withholdings to proper authorized agencies in a timely manner.
  • Aid in preparation of all payroll related tax filings, such as Quarterly 941's &
  • Reconciliations, CT State UC5R, CT 941, NY State WT 4B, W-2's, etc.
  • Keep up to date on state and federal regulations as they pertain to payroll issues
  • Develop a thorough understanding of the organization's payroll policies and help to educate staff as needed
  • Reconcile, on a timely basis payroll liability accounts to the general ledger.
  • Assist with Accounts Payable processing.
  • Prepare and distribute payroll summary/overtime reports by program to the appropriate program directors.
  • Prepare additional reports/analyses, as requested.
  • Recommend changes in agency financial procedures that would enhance or improve the accounting/reporting systems.
  • Complete requests from government agencies, third party and other vendors concerning garnishment and/or employee information in a timely fashion & respond to payroll requests from Abilis HR department
  • Update and maintain Paycom records concerning Clients payroll information
  • Address communications from employees concerning pay checks, deductions, and paid time off in a professional and timely manner.

B. KEY AREA OF RESPONSIBILITY:

Assist with the annual audit.

Specific Duties:

  • Produce reports, schedules and detailed analyses, as the auditors' request.
  • Reconcile all payroll-related general ledger accounts
  • Implement accounting procedures in accordance with Abilis policies and the auditors report regarding internal accounting controls.

C. KEY AREA OF RESPONSIBILITY:

Provide assistance to Abilis Management on special projects/needs.

Specific Duties:

  • Assist with special projects that relate to the gathering of information from the payroll system.
  • Provide information as requested to assist in the development of the annual budget or any other accounting/finance related projects.

Qualifications


MINIMUM QUALIFICATIONS:

Education: Associate of Arts Degree from an accredited junior college or college/school in accounting, finance, or business management.

Experience: One-year successful full-time experience in bookkeeping/accounting.

Substitution for Education: 4 years of successful work experience in accounting/bookkeeping, provided that individual has participated in continuing professional education in accounting/bookkeeping area.

SPECIAL QUALIFICATIONS:

Experience with Payroll systems/software is required. Knowledge of computer operation including Paycom, Sage Intacct, or other non-profit accounting software, Microsoft Excel, and Word or similar programs is helpful.
