Salary Range: $17.50 - $21.50
Salary Grade: 11Under the direction of the Youth Services (YS), After School Program/Summer Youth Employment Program Manager, the Employment Specialist will assist in planning, overseeing, and monitoring program, instructional, and supplemental activities offered by the Depts. Summer Youth Employment Programs (SYEP).
The Employment Specialist is responsible for assisting in the achievement of programmatic goals and service outcomes, proposed by Project AIMM (Adolescents Inspiring through Multi-Media” ) and Project EPIC ( Equipping Performing and Inspiring in the Community).
This position provides strategic administrative leadership and management in coordinating these seasonal programs; and provides valuable paid work experience opportunities, practical work-based instruction, and pre-vocational training to youth program participants, 14-21 years of age. These SYEP programs also offer activities to stimulate participants creative talents by sponsoring multi-media and performing arts projects, as well as community service, team, and character-building initiatives. In addition, the Employment Specialist is responsible for providing supervision and management to assigned program staff/volunteers/facilities; data input, reporting, and management; conducts program monitoring to assure safety and compliance, with governing and regulatory bodies/funders.
Qualifications/Education And Experience
  • Education: Associate Degree required in: Human Services, Social Work, Educational/Vocational Development, Youth/Family Counseling, or related field required; the equivalent combination of education and experience will be considered.
  • Experience: Requires a minimum of two (2) year’s direct experience working with youth/young adults in human services, vocational/educational/personal development, service coordination, counseling, case management or related field; preferably in a not for profit/community-based setting. Minimum of one (1) year of supervisory/management work experience or in a leadership role is strongly preferred.
  • Requires familiarity with youth vocational, educational development services/initiatives (i.e., Rochester Works) and business community; must be experienced and knowledgeable of workforce preparation areas including career exploration, development, and planning; consumer needs assessments and service plans; job readiness training, competencies, job development, placement, and retention.
  • Must be knowledgeable of youth personal development strategies, peer mediation/conflict resolution techniques, and youth asset building strategies.
  • Requires knowledge of the local business community, labor market laws and employment trends required.
  • Requires knowledge of the Greater Rochester community including the Rochester City School District, youth service/support organizations and resources available to consumers/families; experience providing information, referral and follow-up services strongly preferred.
  • Knowledge and experience with fine/creative arts including videography, theater, dance, art, music, and photography preferred; knowledge of recreational, physical, etc. service activities in youth development preferred.
  • Must have good communication skills, both verbal and written; must have good public speaking experience and experience in facilitating workshops/trainings and meetings. Excellent interpersonal and customer service skills are essential; must have demonstrated ability to interact with diverse individuals/groups in diverse settings; must maintain respect for cultural backgrounds and practices of employees/consumers; and must have the ability to initiate and maintain partnerships with both internal & external customers.
  • Requires proficiency in use of Microsoft Office products; ability to develop and manage program data base systems; maintains consumer information; analyzes and interprets consumer progress in meeting program outcomes; ability to complete input and documentation in preparing reports, presentations, and announcements on consumer/program status in meeting goals.
  • Experience planning, coordinating, and implementing special events and projects strongly preferred.
  • Bi-lingual capabilities English/Spanish strongly preferred.
  • Personal qualities of integrity, credibility, and a commitment to Action for a Better Community’s mission.
  • Requires the physical health and physical capability to work in an office and various community settings.
  • Requires a valid NYS Driver’s License, and access to reliable transportation.
  • Must have valid NYS Driver's license and access to reliable transportation.
  • Certain positions/employees in ABC –YS Dept., must obtain, receive, and maintain, full clearance from the Office of Children and Family Services (OCFS), the NYS Central Registry (SCR), and the Justice Center of New York prior to hire and periodically after hire that allows them unsupervised contact with children. Any prospective or current employee who has an indication of child abuse maltreatment or neglect, or who cannot be left unsupervised with children, will not be hired, or retained.
