Our mission is to serve the citizens of Ada County and perform all duties impartially and efficiently. The Treasurer is responsible for the safekeeping and investment of public funds. The Treasurer serves as ex officio tax collector, responsible for the collection of property taxes levied by the taxing districts, including cities and schools. The Treasurer also serves as ex officio public administrator, responsible for administering the estates of decedents without a person to administer the estate. POSITION GENERAL SUMMARY:
Performs professional financial and/or auditing work involving the use and application of accounting principles and techniques in order to maintain accounting systems; performs related functions as required.
DISTINGUISHING FEATURES OF THE CLASS:
A Financial Specialist performs varied, moderately complex work under general supervision of the Chief Deputy Treasurer.
Essential Functions

  • Assists in the preparation of internal financial reports for control and information purposes;
  • Prepares accounting entries in conformance with generally accepted accounting practices (GAAP);
  • Receives and processes batch payments and electronic deposits;
  • Reconciles and balances accounts;
  • Deposits and reconciles funds;
  • Reconciles bank accounts monthly;
  • Processes bank adjustments caused by NSF or bank returns;
  • Initiate transfer of available funds to investment account;
  • Processes tax collection adjustments including refunds;
  • Record investment transactions;
  • Face to face interactions with the public and assisting in tax collections, including answering telephone calls and accepting tax payments;
  • Reviews, develops and modifies specific parts of accounting procedures and processes in order to improve existing internal accounting methods and results;
  • Performs periodic audits of funds and accounts;
  • Assists in the preparation of month-end and year-end reporting and the tax collection escheat process.
ADDITIONAL FUNCTIONS:
  • Assures conformity to policy and promotes methods to increase effectiveness in the performance of accounting transactions;
  • Performs related functions as required.
Job Requirements

  • Bachelor's degree from an accredited university in Accounting or a related field or an equivalent combination of education and experience;
  • A minimum of two years of previous accounting experience;
  • Detail-oriented to process financial transactions efficiently and accurately;
  • Experience in governmental accounting preferred;
  • Knowledge of the application of governmental accounting, auditing, and budgeting;
  • Skill in compiling basic and supporting data and in preparing accounting and financial statements;
  • Skill in using personal computers and MS Office Suite;
  • Skill analyzing accounting systems and procedures;
  • Skill preparing complex financial statements and reports;
  • Skill communicating verbally and in writing;
  • Ability to analyze accounting systems and procedures;
  • Ability to work as a member of a team to accomplish department goals;
  • Ability to prepare complex financial statements and reports;
  • Ability to make sound judgments and draw valid conclusions;
  • Ability to maintain effective working relationships;
  • Ability to train and provide guidance to others.
Work Environment & Physical Demands

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • May be required to lift up to 20 lbs.;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
