Job Description
AECOM has a career-defining opportunity for a motivated, highly talented Federal Environmental Program Director for immediate employment in our office in Honolulu, Hawaii. This is an exciting opportunity to lead one of AECOM's critical, large-scale federal contracts focused on environmental planning and permitting support for national defense-related programs in the Pacific region, as well as throughout the US and its territories.
The Federal Environmental Program Director will oversee a team of Project Managers that are responsible for execution of a broad range of multidisciplinary environmental planning and permitting projects, including facility and community plans, military installation plans (ADP, IDP), special planning studies, permitting, and state and Federal environmental compliance processes (e.g., NEPA, HEPA).
The candidate must be capable of partnering with AECOM's internal team and joint-venture partner to ensure execution and timely delivery of high quality and innovative planning documents; possess excellent verbal and written communication skills; and have a strong interest in working in a fast-paced and collaborative multidisciplinary team environment. Experience working in Hawaii/Guam/Pacific Region is necessary for this position.
Responsibilities of the Federal Environmental Program Director will include:
  • Builds and oversees high-performing multi-disciplinary consultant and subconsultant teams.
  • Develops and maintains strong, positive client partnerships, as well as relationships with internal and JV partners and stakeholders.
  • Expands bookings under contract program and ensures strong financial performance.
  • Supports execution of programs, ensuring adherence to established scopes, schedules and budget constraints.
  • Oversees the development of comprehensive program plans, outlining project scope, timelines, deliverables, and resource allocation.
  • Ensures all work is planned, organized, controlled, and evaluated through AECOMs priority project management system.
  • Advises and assists the client in development, management, and execution of client program requirements.
  • Contributes to refinement and implementation of a robust governance structure to ensure adherence to rigorous project and program management.
  • Proactively identifies client needs and programmatic initiatives required to address potential program delivery risks and challenges.
  • Understands, implements, monitors and supports AECOM procedures, policies, and expectations.
  • Leads team and stakeholder meetings for project updates, team building, problem solving, business strategy, process improvement, and team training.
  • Reviews deliverables and monthly invoices for accuracy, completeness, and adherence to contracted scope, budget and schedule.
  • Travels periodically for durations typically up to one week to locations in the Pacific region and other locations worldwide (e.g., Guam, Micronesia)
  • In addition to the primary function overseeing the Federal environmental program, contributes to AECOM's growth through director-level leadership and strategy for business development opportunities with local, state, and other federal clients in the Indo-Pacific region.

Qualifications
Minimum Requirements:
  • Bachelor's degree in environmental planning, Environmental Science, Natural Resource Management, or a related field.
  • 10 years of relevant work experience or demonstrated equivalency of experience and/or education in project management, including 2 years of leadership.
Preferred Qualifications:
  • Master's degree and/or PMP certification
  • 15 years' experience with demonstrated Contract/Program Management experience.
  • Demonstrated leadership, collaboration, and staff management skills with experience in supervising staff at all levels.
  • Excellent verbal and written communication skills as well as interpersonal skills to effectively manage projects and interact with teams of staff, sub consultants, and clients.
  • Ability to check the work of others for accuracy and completeness and manage time to meet project budget and schedule.
  • Dedication to high levels of client service and partnership, as well as technical execution.
  • Motivation to grow AECOM's business.
  • Commitment to fostering a close, inclusive, and productive team culture.
  • Excellent multi-tasking skills, with strong attention to detail and the ability to work under pressure and meet deadlines.
  • Proficient in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.
  • Demonstrated knowledge of NEPA
  • Experience working for and/or with the US Government, specifically the US Navy
  • Experience working in the consulting industry
  • Security Clearance (or ability to obtain)

Offered compensation will be based on location and individual qualifications. The expected range is $200,000.00 - $227,000.00.
