Summary:

Ahtna Marine & Construction Co. (AMCC) Quality Control Manager (QCM) is primarily a field position acting as field Quality Control Manager or Site Quality Control Representative for Federal Government agency and other construction projects. This position requires 65% travel. Hours worked while in travel status could be up to 12 hour per day. The individual will provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing construction projects to ensure that the work is being constructed in accordance with the established minimum standards and scope of work for the project. The QC Manager's role is to provide overall management of Construction Quality Control (CQC) and have the authority to act in all CQC matters. The QC Manager must support the Corporate QC Program Manager, Project Manager, and others who are focused on the broader aspects of the project by providing focused effort on Quality of the physical work. The Field QC Manager reports directly to the supervisor or his/her designee to assure a conflict of interest does not occur among the productivity, schedule, and the quality objectives of the project.

The salary range for this position is $80,458/year-$134,638/year, please note this is a tiered position.

Essential Duties and Responsibilities: (including but not limited to)

  • Review and approve detailed project/component level
  • Work closely with the Project Manager, Superintendent, and other project personnel to be a resource that readily understands the quality requirements for each definable feature of
  • Build and maintain submittal register.
  • Prepare preconstruction submittals such as Written Quality Control Plan, Health and Safety Plan, Work Plans
  • Proficient in the USACE RMS reporting process.
  • Effectively communicate the standards of care required for each definable feature of work to the various team members in the project through the use of preparatory, initial, follow-up, and other less formal
  • Work in coordination with others on the project team including project management, construction, engineering, and architectural design to ensure all drawings and submittals are in conformance with project specifications and change
  • Chair and document weekly site QC meetings and provide written minutes as described in project specific contract documents.
  • Provide written daily QC reports that document all work performed with inspections to ensure work is being performed in conformed in compliance with project
  • Must actively monitor and verify QC conformance and constructively confront non-conformance issues to produce the desired outcome in a timely
  • Create, update, and maintain the project specific quality control
  • Verify that checklists are being used and signed off prior to the placement of concrete, steel, and other similar items of
  • Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the
  • Schedule, document the results of, and maintain a log of all code and independent inspections that are
  • Clearly document, correct, and re-inspect all non-conformances prior to acceptance of re-work
  • Conduct daily inspections and periodically document the inspection process via follow up reports for specific definable features of work to verify that work is proceeding with the contract documents and the approved (Desired results come from what is inspected, not what is expected.)
  • Coordinate and document the testing and commissioning of building
  • Document and distribute pre-punch lists, punch lists, and the completion of these actions on these lists.
  • Document final inspections, certificates of occupancy and acceptance of the work and various phases thereof.
  • Maintain the project "as-built" drawings on a daily basis.
  • Stop work, if necessary, to resolve matters that affect safety, quality, and/or inhibit the logical progress of
  • Participate in regularly held meetings involving project staff and external stake holders, such as Owners, Subcontractors, etc.
  • Participate in industry networking functions and encourage staff to seek out life-long learning opportunities and professional development.

Level Specific Responsibilities: (may include but not limited to)

Level - I
  • Provide client assistance to program managers;
  • Manage scope, schedule, and budget on small-sized projects
  • Maintain 1-2 areas of technical expertise
  • Technical project execution and document preparation, peer review project documents
  • Technical mentoring
Level - II
  • Provide client assistance to program managers;
  • Manage scope, schedule, and budget on medium-sized projects
  • Maintain 2 areas of technical expertise
  • Lead technical project execution and document preparation, peer review project documents
  • Project staffing and technical mentoring
Level - Senior
  • Business development assistance to program managers;
  • Manage scope, schedule, and budget on large-sized projects
  • Maintain 2-3 areas of technical expertise
  • Project staffing and technical mentoring
Minimum Qualifications:All levels:
  • Bachelor of Science degree in Engineering, Architecture, Science, or Construction
    • Experience may be substituted for education on a 1:1 basis
  • Current USACE CQM
  • Ability to communicate in English both in written and spoken
  • Proven familiarity with USACE RMS
  • Proficiency in Microsoft Office software (Outlook, Word, Excel, MS Projects).
  • Demonstrated understanding of construction means and methods associated with government, commercial and institutional buildings, mechanical systems, and site work related
  • A working knowledge of civil, and marine construction
  • High level of proficiency with spreadsheets, schedules, email, and other software used in the construction
  • Current safety credentials to include OSHA 30, 1st Aid, and CPR
Level - I
  • Five (5) to seven (7) years of relevant construction experience with at least three (3) of those years as a QC
Level - II
  • Seven (7) to nine (9) years of relevant construction experience with at least five (5) of those years as a QC
Level - Senior
  • Ten (10) or more years of relevant construction experience with at least seven (7) of those years as a QC
Preferred Qualifications:
  • Professional licensure in a related discipline
  • Current TS clearance
  • Proficiency in RMS
  • Experience in both the Federal Government and Resources sectors
