The primary purpose of this position is: To serve as project manager and requirements analyst for selected large scale Command & Control (C2) interoperability programs/projects with responsibility to ensure sound software development, hardware operation, and proper management of AF C2 Tactical Data Link (TDL) systems that directly support national and foreign aerospace programs. Responsibilities Performs staff assignments related to program planning, monitoring, and/or coordination of the systems analysis and requirements development related to networks and telecommunications. Reviews proposals for changes which consist of objectives, scope, and users' expectations. Performs command or agency level investigations and evaluations of especially difficult and unresolved problems involving complex network and/or communications equipment. Manages and coordinates the acquisition of information technology assets, i.e. computer hardware/software, network, and reuse assets for major systems. Develops broad strategy for long range planning of Air Force information technology acquisition. Develops Command, Control, Communications, Computer and Intelligence support planning guidance for future weapon systems to ensure full integration with long range information technology strategy. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience of work processes, data models, work rules, file/database designs, and communications/computer and operating procedures of assigned projects to advise and provide technical guidance to a group of comm-computer professionals performing analysis of network systems; knowledge of state-of-the-art communications and data automation practices and technology to advise on alternative approaches in application system development and/or problem resolution related to network and/or telecommunications; knowledge of equipment characteristics, computer techniques, requirements, methods, and procedures to include familiarity with approaches used by organizations in other agencies and/or the private sector in order to evaluate alternatives and provide advice and assistance to managers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to apply knowledge of current communications and computer automation technologies and practices. Ability to give oral presentations and communicate in writing. Knowledge of data and process modeling, and systems analysis and design methodologies. Knowledge of the objectives, overall design, and operating characteristics of related hardware and software. Knowledge of information processing standards and procedures. Knowledge of communication and computer systems acquisition regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
