The Air Force Civilian Service (AFCS) is looking for a Term NTE 2 yrs., Full Time, Budget Analyst (GS-0560-12) to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Financial Management Directorate (FM), Financial Analysis Division (FMA), Financial Management and Analysis Execution Branch (FMAG) at Tyndall AFB, FL. This position has a typical 2024 salary range of $86,962 - $113,047 (includes locality).

Qualifications/Requirements:

The primary purpose of this position is to serve as a budget analyst primarily responsible for monitoring and performing budget and execution functions pertaining to estimating and administering funds for support of assigned appropriations, program elements and special programs. The analyst also performs a variety of functions involving budget formulation, execution, analysis, economic/cost studies, and provides financial decision support for complex programs and support activities of the Air Force Installation & Mission Support Center, Resource Management Directorate.

• U.S. Citizenship.

• This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

• May be required to travel by military or commercial air in the performance of TDY.

• May be required to work overtime or an irregular work shift.

• Must be able to obtain and maintain an appropriate security clearance.

• A bachelor’s or advanced degree in business administration, economics, finance, or other related field is highly desirable.ms complex budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned support programs for AFIMSC.

• Performs complex budget execution and reconciliation work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; reimbursements and refunds.

• Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs. es advice, assistance, and guidance on budgeting and related information.

• Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):

• Knowledge of multiple budgetary methods, practices, procedures, instructions, regulations, laws, concerning financial management, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).

• Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to assigned support programs.

• Skill in the application of analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.

• Skill in developing and implementing guidance that considers various disciplines, such as program managers, engineers, and contracting for purposes of meeting program objectives.

• Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy.

• Ability to manage several projects simultaneously.

OTHER REQUIREMENTS/SIGNIFICANT FACTS:

For Budget Analyst (0560):

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Prepare final documentation of assigned program segments for inclusion in the overall budget presentations to applicable personnel; 2) Monitor the execution phase of the budget program for all assigned activities to meet organizational goals; AND 3) Verify budgetary information from all available sources to assure full and effective utilization of resources available for serviced activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

• Budget Formulation, Justification & Presentation

• Concepts, Policies and Principles of Budget

• Fundamentals & Operations of Budget

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
