The Air Force Civilian Service (AFCS) is looking for a Full Time, Electrical Engineer (GS-0850-13) to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Detachment 2, Civil Engineer Division, Operations Branch, Joint Base Pearl Harbor-Hickam, HI. This position has a typical 2024 salary range of $107,809 - $140,155 (includes locality). Cola: 8.9%

Qualifications/Requirements:

The primary purpose of this position is to serves as a senior professional for the Civil Engineer Division, Air Force Installation and Mission Support Center (AFIMSC) Detachment 2, in support of the Pacific regional area providing electrical engineering expertise, with particular emphasis on power generation (prime and backup), electrical distribution, airfield lighting systems, and lightning protection systems, to interpret, develop, and implement policies, criteria, and standards for design and construction activities to regional entities, such as PACOM, PACAF, NAFs and installations. Performs engineering expert support to a variety of Civil Engineering (CE) programs and funding sources for US and host nations to include Military Construction Program (MILCON); Military Family Housing (MFH); Non-appropriated Funds (NAF) Program; Base Realignment and Closure (BRAC); Sustainment, Restoration and Modernization Demolition (SRMD).

• U.S. Citizenship.

• Must be able to obtain and maintain the appropriate security clearance.

• Work will require occasional travel away from the normal duty station on military or commercial aircraft to foreign countries within the Pacific.

• Provides professional engineering consultative services concerning electrical systems of generation, distribution, airfield lighting, lightning protection in support of Pacific area Air Force missions, in accordance with all DoD, Air Force, international agreements, and applicable host nation laws and regulations.

• Provides technical expertise to activities, staff, installations, and other organizations in the review and approval of Pacific region electrical and airfield lighting designs.

• Participates and provides electrical engineering expertise in support of Project Planning Document (PPD)/Requirements Documents (RD) development.

• Experience in electrical generation, electrical distribution of circuits equipment and wiring and airfield lighting distribution, lamps and NAVAIDS, and the application of the concepts, principles theories, methods, and tools used to design, govern, manage, and sustain electrical and airfield lighting systems and facilities, is highly desired.

• This position is designated as a key position IAW AFI 36-507. Duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

• Registration as a professional engineer (P.E.) license issued by the state or territorial licensing board is highly desired.

• A professional engineering degree at the bachelor’s level from an ABET accredited institution in Electronics Engineering or a closely related engineering discipline is highly desired.

• This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):

• Professional knowledge of a wide range of electrical engineering theories, concepts, principles, practices, techniques, and methods to apply advanced concepts and principles to design, construction processes, and project management.

• Thorough knowledge of design/construction standards, methods, practices, techniques, materials, and contracting procedures related to power generation, distribution, airfield lighting and lightning protection systems.

• Knowledge of a broad range of electrical engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, local and host nation codes and regulations.

• Knowledge of aesthetic and functional design techniques and skill in preparing preliminary drawings, sketches, and construction drawings.

• Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

• Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry.

OTHER REQUIREMENTS/SIGNIFICANT FACTS:

For Electrical Engineer (0850):

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2)

include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or

physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c)

fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f)

nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
