The Air Force Civilian Service (AFCS) is looking for a Full-Time Senior Information Technology (IT) Systems Engineer (GS-0854-14) to work as a Senior Data Engineer at Headquarters Air Force (HAF), Directorate of Manpower and Personnel (A1), Digital Transformation Activity (DTA), Joint Base (JB) San Antonio – Randolph, Universal City, Texas.

Salary range: $123,945 – 140,472 based on experience.

Qualifications/Requirements:

This position is a critical part of the exciting digital transformation for the Department of the Air Force human resources community. The United States Air Force (USAF) and United States Space Force (USSF) are working to modernize their HR software throughout the entire department. The Digital Transformation Activity (DTA) is seeking a Senior Data Engineer to oversee and guide all facets of data, contributing actionable insight and guidance as the primary technical authority and data subject matter expert. The Data Engineer will play a crucial role in designing, implementing, and maintaining scalable data pipelines and solutions as we transform and update legacy systems onto SaaS platforms. The Senior Data Engineer designs, develops, tests, maintains and enhances enterprise data and analytic solutions as a member of an Agile or Operations development team working closely with all areas of the DTA business to implement best-in-class data and analytics solutions. The objectives are achieved by leveraging best-of-breed, modern data management and ETL tools within the cloud-hosted environment that delivers secure, visible, accessible, understandable, trusted, and cost-effective information for Airmen and decision makers.

Must be a U.S. Citizen.

Must be able to obtain and maintain a Secret clearance.

Bachelor's degree in a related discipline such as computer or electronics engineering, computer science, or mathematics from a regionally accredited institution recognized by the U.S. Department of Education.

Professional knowledge of Cloud IT and computer engineering and configuration, systems hardware design and software application development.

Professional knowledge of computer engineering, systems/programs, systems architectures, facilities, hardware, software, cloud computing, policies, concepts, practices, and methodology found both in the Federal government and private industry. Must possess knowledge of, and practical application skills in, major computer operating systems, and networked equipment operating systems.

Extensive knowledge of agency, AF, Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to systems design, the acquisition lifecycle, and rapid acquisition sufficient to ensure the implementation of balanced approaches regarding cost, schedule, performance, and risk.

Comprehensive skills in applying systems engineering and enterprise architecture principles, standards, and methods and in utilizing associated technologies and tools to define and execute standards and artifacts for HR information systems.

Skill in effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for joint and coalition information sharing specific positions.

Must achieve IAM Level II certification within six months of assignment. Baseline certifications include CAP, CASP CE, CISM, CISSP (or Associate), GSLC, CCISO, HCISPP.

HIGHLY DESIRED:

Having an extensive understanding of relational databases and the modern data stack, ensure data integrity and accuracy by conducting regular data audits, resolving data quality issues, and implementing data governance best practices.

Leveraging experience in Agile teams, knowledge in API/microservices, and understanding of computer, storage, and network components, including backup, monitoring, and DR environment requirements.

Possessing knowledge of data warehouse architecture and data modeling, and experience developing scalable ETL processes. - Able to implement continuous integration and delivery (CI/CD) practices and stay updated with industry trends and best practices in data engineering.
