Air Force Research Laboratory is Hiring an IT Project Manager Near Albuquerque, NM
Duties encompass:
- Manages IT projects (Large scale IT Support Projects, Cyber Development Guides, facility network infrastructure projects) from inception to delivery and completion. Ensure IT projects align with client and organizational goals. Collaborates with customers to precisely define project scope, system requirements, and deliverables. Develops and adjusts project plans and leads and coordinates activities across project teams to effectively manage resources.
- Monitors project progress, identify and mitigate risks and uphold quality assurance processes. Identifies customer information systems requirements, analyzes system environments, and designs studies and cost-benefit analyses. Identifies relevant laws, regulations, and policies and ensures projects are compliant with them when purchasing/contracting IT services and products. Participates in project reviews and ensures all IT project documentation is accurate and up to date. Balances technical knowledge with managerial skills to lead IT projects that not only meet technical specifications, but also deliver value to the PRS.
- Forecasts technological trends, advises on strategic IT investments and actively contributes to long-term IT planning, ensuring alignment of technology initiatives with business objectives. As senior advisor on IT contracts, manages the acquisition and integration of IT assets. Performs research and analysis and reviews solicitation packages.
- Coordinates with the Contracting Office to ensure technical accuracy and legal sufficiency. Oversees the procurement of IT services, analyzes vendor bids, and formulates life cycle costs. Conducts infrastructure surveys, prepares cost analysis, and develops budget proposals for IT needs. Gives detailed presentations and briefings on IT projects, as required.

Required Qualifications
- US Citizenship
- Candidates must possess at least one year of specialized experience at the DO-02/GS-12 or equivalent grade level.
- This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of the position must achieve and maintain IAT Level II certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M. Failure to receive the proper IA certification may result in removal from this position.
- The ability to communicate effectively, both written and verbally.
- Significant knowledge of project management within the DOD environment.
- Applicants must currently hold, or can obtain, a DOD Top Secret clearance. Specialized experience is experience that equips the applicant with the knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
- Experience and knowledge of DoD IT Project Management, specifically in ServiceNow's Strategic Portfolio Management tool.
- Experience with both facility infrastructure and operational project management.
- Effective communication, facilitation, and collaboration skills, are necessary to present, explain, and advise fellow IT experts or customers.
