Job Overview

Contract Specialists purchase the supplies and services to support the United States Air Force/Space Force needed in order to accomplish their missions. The Air Force Research Laboratory (AFRL), Space Vehicles Directorate (RV) (Mission Info here: https://www.afrl.af.mil/RV/) is located at Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico (NM).
Mission: AFRL/RVK highlights the vision of, "One AFRL, two services," in that we support both the United States Space Force (USSF) and the United States Air Force (USAF). RV's mission is to, "Stay one step ahead in space," while their vision is, "Be indispensable to our nation in improving AF and DoD space capabilities."
Contracting personnel at AFRL/RVK establish, manage and support contracting for Science and Technology (S&T) acquisitions for the U.S. Air Force and Space Force. This team directly supports both the Office of the Secretary of Defense (OSD) Grants.gov and the Small Business Innovation Research/ Small Business Technology Transfer (SBIR/STTR) solicitation initiatives. Contract Specialists provide a vital role in the acquisition of basic to applied research to meet AFRL/RVK' mission.
Duties: DO-1102-02, Contract Specialist
  1. Researches, interprets, analyzes and applies procurement guidelines, policies, regulations, impacting a cross-section of programs.
  2. Plans, develops and establishes the acquisition strategy for the overall program, functions as the lead negotiator throughout the process.
  3. Establishes milestones for coordination through functional leadership and support organizations/agencies.
  4. Develops solicitations and contracts ensuring consistency with key supporting documents, ensures appropriate use of required documentation and inclusion of appropriate clauses/provisions/terms and conditions.
  5. Performs pre-award and post-award functions involving a variety of contract types.

Required Qualifications
SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days, will have had at least one (1) year of specialized experience at the next lower grade DO-01 (GS-11, NH-03), or equivalent in other pay systems. Examples of specialized experience includes experience in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to ensure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the pre-award or post-award phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, adapting procurement procedures to specific situations, and in recommending solutions to problems.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report and will be required to attend annual ethics and procurement integrity training
