ALABAMA-COUSHATTA TRIBE OF TEXAS TRIBAL ECONO is Hiring a Construction Project Manager Near Livingston, TX

Naskila Casino is seeking an experienced Construction Project Manager to serve as an Owners Representative for the development of Naskila Hotel Casino Resort. Under the direction of the TEDA Board, General Manager/COO, and the Chief Financial Officer, this position will provide executive level leadership, operational guidance, and construction management oversight. This position is responsible for overseeing the expectations in developing a four diamond, state of the art gaming and entertainment facility, assist in preparing work plans, and represent the Alabama-Coushatta Tribe of Texas in design and construction meetings, communications, with the General Contractor, architect, engineers, and designers in various functional areas, as well as coordinating with the Tribal Gaming Agency's (TGA) requirements. The Construction Project Manager or Owners Representative will be a contractual position with a salary that is dependent on experience. 

Essential Job Duties/Responsibilities: 

  • Work directly with and reports to the TEDA Board, General Manager, and CFO.
  • Provide leadership and management for the design and construction team.
  • Coordinate and oversee project management for all construction, renovation and systems upgrade projects, landscaping operations, for new and current facilities.
  • Prepare rough layouts, plans, specifications, and cost estimates for all proposed modification and construction projects.
  • Consult with consultants, contractors, and administration on all construction projects.
  • Assist the GM/COO and CFO with the preparation of contract terms and statements of work for all capital improvement and construction projects. Negotiates revisions, changes, and additions to contractual agreements with architects, consultants, TEDA Board, suppliers, and subcontractors.
  • Develop, implement, and administer systems that ensure efficient performance and provide superior quality service.
  • Work with Compliance Department to develop policies and procedures that ensure effective operations and programs for the Facilities Department.
  • Develop and coordinate comprehensive housekeeping cleaning programs, and preventative maintenance programs for overall facility and mechanical systems.
  • Inspect and evaluate the condition of all infrastructure, equipment, grounds, and property roadways; schedule and coordinate all maintenance projects with Naskila and vendors; make recommendations for large scale maintenance, renovations and/or new construction. 
  • Implement and oversee a computerized maintenance management work order system for the continued effective maintenance of Naskila.
  • Understand and ensure compliance with all applicable laws, codes, ordinances, policies, procedures, risk management, safety precautions, rules, regulation, and emergency procedures, including TGA and Fire Marshall compliance. 
  • Ensure open communication with Naskila and all tribal government agencies.
  • Inspect the work of all contractors and subordinates throughout the project to ensure the adherence to customer specifications, Naskila quality assurance standards, procedures, and safety codes.
  • Provide expert advice and support to the GM/COO and CFO on all matters pertaining to engineering, building services, electrical services, and development projects/renovations.
  • Work with all Naskila Departments during the development stages of new projects/renovations to meet the overall expectation of the GM/COO and CFO and ensure that all documents meet code and compliance requirements of Naskila and TGA.
  • Ensure prompt and cost-effective solutions are implemented for unanticipated design changes.
  • Review and monitor project plans and budgets, prepare reports on a monthly basis.
  • Direct managers and supervisors to effectively coordinate activities for all assigned functional areas of responsibility.
  • Fulfill all responsibilities in accordance with Naskila policies and procedures, any applicable laws, and regulations.
  • Perform other duties as assigned.

Requirements:

Education and Experience:

  • Bachelor’s degree in architectural design, civil or mechanical engineering, construction, or related field(s).
  • Minimum of five (5) years of experience managing capital construction and major renovation projects for a complex organization. 
  • Minimum of five (5) years of experience managing facility operations of a facility of at least one million square feet, with an emphasis on the on-going maintenance. 
  • Minimum of ten (10) years of experience working in the design, construction, and development phases of major commercial projects, including mechanical, engineering, HVAC, and plumbing.
  • A combination of education and experience may be considered in lieu of requirements. 

Skills and Abilities:

  • Possess a thorough understanding of planning, promoting, procuring, directing, and coordinating construction management operations and required support services for a large 450,000 square feet of combined casino, hotel, food and beverage outlets, conference spaces, as well as small event venues.
  • Knowledge of business management principles, including strategic planning, resources allocation, production methods, and coordination of people and resources.
  • Extensive knowledge of mechanical/electrical engineering principles and practices required in the design, construction, and mechanical maintenance of a large facility.
  • Thorough knowledge of operations, techniques, and procedures involved in the construction, development, maintenance, and management of complex facilities in excess of one million square feet, mid-size or large convention center, business, or casino resort hotel of greater than five hundred rooms.
  • Demonstrated knowledge of implementing and overseeing computerized maintenance and management programs, and/or computer aided management programs, for HVAC, electrical, and building automation systems.
  • Proven knowledge of current best practices in HVAC operation and maintenance for buildings greater than one million square feet.
  • Possess a thorough knowledge of occupational hazards and safety precautions.
  • Ability to prepare, analyze, and interpret extensive financial and budget reports. 
  • Demonstrated ability to manage large procurements through a government procurement process.
  • Ability to demonstrate calm and decisive leadership while carrying out assigned duties.
  • Extensive knowledge of the RFP and bid process, renovation and building contractual terms, and building design, development, construction and project management processes and procedures.
  • Ability to express ideas and communicate in a clear and effective manner, both verbally and in writing. 
  • Possess excellent interpersonal, guest service, and problem-solving skills in dealing with guests, clients, vendors, and Team Members. 
  • Ability to multitask and complete multiple projects with competing priorities and timelines. 
  • Knowledge of regulated environmental and public safety operations (OSHA, building and fire codes, etc.).
  • Proficient in Microsoft Office software (Outlook, Excel, Word).
  • Ability to obtain and maintain a tribal gaming license. 

PREFERRED

Education and Experience:

  • Familiarity with concepts associated with tribal sovereignty and its impact on contractual obligations.
  • Experience working with Johnson Controls, Alerton, Quantum View, SWS, DataMagine, and Life Safety System Fireworks.
  • Experience with MS Project and Computer Aided System.
  • Experience in or detailed knowledge of conventions, meetings, exhibitions, concerts, and small space events. 
  • Certification Facility Manager (CFM) certification.
