Job Description:

We are looking for an individual that is innovative, resourceful, and reliable, making the most impact with the least amount of resources. The Alameda County Health (ACH) Information Systems Department is seeking an Assistant Business Analyst to help the Business Analysts Implement, administer, support, and maintain the Behavioral Health Department (BHD) billing system and its associated applications. This role will require an individual that can work independently, under supervision, with multiple teams to deliver working solutions in our development and production environments that include, but not limited to, gathering requirements, defining problems and recommending solutions, testing, creating documentation, preparing instructional material, training, and supporting users.

Job Duties and Responsibilities:

  • Maintain application specification changes and enhancements based on federal, state, local and departmental business needs
  • Monitor application processes, functionality, and data for state requirements, audit reporting, and department workflow
  • Support resolution of application issues and errors
  • Under Business Analysts’ guidance, determine application configuration needs and set up configuration as appropriate
  • Provide end user support by troubleshooting issues and working with Business Analyst and application vendors on a resolution
  • Gather business requirements and translates into technical requirements for the creation of application enhancements and features
  • Function as the liaison between the business line, operations, and the technical areas throughout the application cycle
  • Review, evaluate, and develop recommendations for enhancements and support of applications
  • Serve as functional expert on applications that are data intensive and will require integration
  • Effectively manage change requests or requests for enhancements
  • Work with resources to ensure that system enhancements follow the appropriate IT guidelines, meet or exceed user requirements and are completed in a timely fashion
  • Develop training plans for new application releases or changes
  • Perform job duties in compliance with all local, state, and federal regulations and company policies
  • Develop test plans or use case scenarios for testing
  • Test and evaluate new or changed applications and functions and determine issues in workflow or software functionality
  • Coordinate and assist user acceptance test, including reporting and documenting defects
  • Ability to identify failure in process and address with IT and the business
  • Assist in the development and implementation of quality improvement of processes for IT department and the business
  • In conjunction with EHR interface analysis, assist in monitoring EHR to Billing application interface functionality
  • Prepare and maintain workflow processes, documentation, records, and logs
  • Prepare and maintain technical procedure documents
  • Maintain a positive work atmosphere with a culture of respect for others

Minimum Qualifications:

  • Candidate will possess a 4-year degree with a major in MIS, Computer Science, Computer Engineering or equivalent (or 2-year professional experience in an IT related field can substitute for a major in MIS, Computer Science, Computer Engineering or equivalent)
  • 1-year professional experience in an IT related field
  • EHR, Healthcare Billing, and/or Accounts Payable application or implementation support preferred

Job Duration: Temporary with potential to become Regular Full-time

Hours: 8:00 AM-5:00 PM

Expected hours: 40 per week

Job Types: Full-time, Contract, Temporary

Pay: $80,000.00 - $87,000.00 per year
