Summary: Under limited supervision from the Senior Director of Facilities Services, provides overall leadership, direction and guidance to assigned staff with the objective of keeping all campus facilities operating safely and in compliance with all codes and regulations. Works closely with hospital executive leadership to provide the highest quality healthcare facilities for patients and staff.
Responsibilities:
Responsible for ANTHC (Alaska Native Tribal Health Consortium) campus facilities operations by leading, directing and coordinating activities consistent with organizational goals, objectives, and policies.
A ssures compliance with all safety policies and procedures, Occupational Safety and Health Administration (OSHA) rules and regulations, other safety regulations and various funding agency construction requirements.
S erves as the Life Safety and Environment of Care representative for the Alaska Native Medical Center Joint Commission accredited campus. Assures all facility related performance elements related to the Joint Commission accreditation are completed and documented.
R esponsible for preventative maintenance, facility repairs, energy management, grounds maintenance through in-house staff and contracts.
R esponsible for conceptualizing, planning, directing, and evaluating a comprehensive program of maintenance and repair of all buildings, grounds, and equipment. Oversees the maintaining, repairing, and operation of utility plants, systems, equipment, services, and alterations to the physical plants as required.
P rovides hospital management with professional and technical advice, recommendations, and solutions to engineering problems that will properly maintain the facility and ensure uninterrupted utilities and systems are available for proper and safe health care services delivery.
W orks closely with other teams performing capital improvements to initiate, formulate, and manage hospital construction, renovation and/or alteration programs. Reviews design drawings, basis of design, and specifications to assure conformance with code and program requirements. Provides recommendations on code requirements specific to health care facilities. Conducts or participates in the construction surveys as required.
M anages the permitting and reporting related to the ANTHC campus to include EPA title V, groundwater cooling, and federal energy reporting. Manages the campus energy program and identifies opportunities for increasing efficiency and utility reliability.
P articipates in short-term and long-range planning to support strategic business goals. Develops and creates strategies and policies aligned with organizational goals. Shapes and develops strategy by identify opportunities and areas for improvement among partners & stakeholders.
A dvises key stakeholders on strategic business development and corporate planning issues that relate and impact the operations of ANTHC Facilities. Works collaboratively with others to ensure appropriate and coordinated responses related to legal, risk management & compliance issues. Serves on assigned committees, task forces, and groups.
P rovides exemplary leadership, role modeling behaviors and standards that exemplify organizational values. Inspires, empowers and develops the growth of team members. Challenges basic assumptions underlying each functional area operations with the intention for organizational growth and improvement. R epresents ANTHC and Facilities in external contact with partners, agencies and outside customers as required. Makes professional presentations to executive management, customers and the general public.
E xercises independent judgment within broad policy guidelines. Evaluates and analyzes issues and recommends and implements solutions. Assures fiscal accountability by analyzing expenditures and authorizing purchases. Manages the collection, analysis and reporting of operational and financial data.
E nsures that the ANTHC and Facilities policies and procedures are implemented and followed by all personnel, changing or adding to such policies procedures as required.
R esponsible for the development and management of the facilities operations budget, resource allocation, identifying and implementing cost-saving measures, and monitoring and analyzing financial performance.
E stablishes metrics to manage key elements of the Facilities operational performance required to meet both customer and financial expectations. Establishes performance goals, allocates resources, and assesses policies for executive leadership. Develops, establishes, and directs execution of operating policies to support overall ANTHC policies and objectives.

M INIMUM EDUCATION QUALIFICATION
B achelor’s Degree in a technical curriculum relevant to this position. Progressively responsible relevant construction work experience may be substituted on a year-for-year basis for college education.
M INIMUM EXPERIENCE QUALIFICATION Non-supervisory - Ten (10) years of professional-level experience in engineering or construction.

S upervisory - Five (5) years supervisory or leadership experience.
M INIMUM CERTIFICATION QUALIFICATION
O btain Certified Healthcare Facility Manager (CHFM) within one (1) year from date of hire.
P REFERRED EDUCATION QUALIFICATION
A Bachelor’s Degree in Civil, Environmental, Mechanical, or Electrical Engineering, or related field from an Accreditation Board of Engineering and Technology (ABET) accredited university or college program.
P REFERRED EXPERIENCE QUALIFICATION
H ealth facilities management experience in the Alaska Tribal Health System and/or with Alaska Native Tribal Health Consortium is preferred.
