Job Summary/ObjectiveAssist the Victim/Witness coordinator to ensure the program provides comprehensive services to crime victims and witnesses in Albemarle County in accordance with the federal Victims of Crime Act (VOCA) and the Virginia Crime Victims' Rights Act. Provide criminal justice services to victims and witnesses of crime in Albemarle County. This position reports directly to the Victim/Witness coordinator.
Supervisory Responsibilities
  • Serves as the primary supervisor in the absence of the Victim/Witness coordinator;
  • May inherit Victim/Witness supervisory responsibilities as delegated by the coordinator.
Essential Functions
  • Coordinates and implements direct services to crime victims afforded to them under the Virginia Crime Victims’ Rights Act;
  • Provides appropriate written resource materials to crime victims and witnesses;
  • Informs victims about their options with respect to the criminal justice process;
  • Prepares adult and child victims and witnesses for participation in trial proceedings through counseling, courtroom tours, accompaniment to court, prosecution interviews, and explanation of judicial proceedings;
  • Advises and assists victims with Victim Impact Statements;
  • May accompany law enforcement to provide emergency services to crime victims;
  • Attends police interviews with crime victims and witnesses, when appropriate;
  • Delivers information to victims on investigation developments and case adjudication;
  • Notifies crime victims of appeals entered by defendants and offers information on the appeals process;
  • Helps victims with collecting restitution under the provision of the Code of Virginia;
  • Facilitates the return of property to crime victims once it is no longer needed for evidentiary purposes;
  • Assists victims with protective orders, registration for notification of inmate release, and Virginia Victims Fund applications;
  • Administers victim and witness crisis intervention services and specialized counseling, safety planning, emergency assistance, referrals for food and shelter, as appropriate;
  • Informs victims about financial assistance and social services available; provides referrals for community- based services and collaborates with allied partners;
  • May be required to participate on local, state and/or national committees, task forces, and/or teams to address resources and services for victims;
  • Provides in-service training to law enforcement and other allied professionals;
  • Offers educational programs to local agencies, civic organizations, businesses, churches on victimology, victims' rights, and available services;
  • Performs administrative and program management activities as directed by the coordinator;
  • Performs other related duties as required.
Competency: Knowledge/Skills/Abilities:
  • Experience with case management and records management systems;
  • Interpersonal sensitivity to people's emotional and psychological condition and concerns;
  • Skills with client advocacy and encouragement, crisis management, counseling, and referrals;
  • Demonstrates ability to:
  • train and educate groups;
  • use personal computers;
  • work independently and with groups;
  • maintain confidentiality of information and security of records;
  • follow complex procedures;
  • communicate clearly in both oral and written form.
Required Education And Experience
  • Minimum of three years’ work experience in related field;
  • Possession of a valid driver's license issued by the Commonwealth of Virginia.
Preferred Qualifications
  • Bachelor's degree in criminal justice, behavioral sciences, or related fields; postgraduate degree preferred;
  • Experience and/or knowledge of the Criminal Justice System is preferred.
Physical And Mental Requirements
  • Some office work but mostly working with people;
  • Meeting people outside the office, transporting them to meetings and court;
  • Regular contact with victims and witnesses;
  • Daily contact with Police Department and Commonwealth's Attorney staff;
  • Routine contact with members of partnering agencies;
  • Interactions with victims will often be difficult and stressful;
  • Must be comfortable working with and around certified service canines.
Remote WorkThis position is not eligible for remote work. All County staff must maintain residence within the Commonwealth of Virginia.
The Salary RangeThe hiring range for this position is $29.13 -$32.20 per hour (approx. $60,599 - $66,977 per year.) Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy,
  • P-60.
