Position Title: Acquisition Management Support II
Position Locations: Stafford VA
Position Requirements/Primary Responsibilities: The Acquisition Management II provides Program Executive Offices (PEO) Manpower, Logistics, and Business Solutions (MLB) associated Program Management Offices (PMOs) assistance with managing programs and controlling cost, schedule, and performance mapped to portfolio objectives. The Acquisition Management II assist PEOs MLB PMOs with preparing and reviewing required acquisition documentation in accordance with DoD, DON and local policy and performing analytical and administrative tasks to include:
  • assist with the development and updates to acquisition documentation and employ acquisition processes that align with the characteristics of the capability being acquired using the Abbreviated Acquisition Framework (AAF).
  • provide technical writing support by efficiently drafting or reviewing specific acquisition-related documents required by DoDIs and SECNAVINSTs for starting and execution of programs.
  • assist with development of documentation for the programs required to obtain Clinger-Cohen Act (CCA) compliance; coordinate the approval of the documentation with NAVWAR 8.0 and other organizations, as required.
  • assist with development and update of Acquisition POA&Ms to prepare for a Milestone Decision and identify and report where document dependencies and critical path issues may affect the ability of the program to execute a planned event or milestone, as scheduled.
  • assist with development and review of program Integrated Master Plans (IMP), and Integrated Master/Management Schedules (IMS) including updating the acquisition program schedules for incorporation into the IMP/IMS.
  • participate in and assist with acquisition reviews, Acquisition Coordination Team (ACT) meetings, program decision reviews, and acquisition- related internal/external working groups and IPTs, prepare agendas, briefing materials, meeting minutes, and actions items.
  • assist with development of briefs, white papers and reports for acquisition milestones reviews and other decision points including Requirements Review Board (R3B), milestones, decision reviews, interim progress reviews, Working Integrated Product Team (WIPT)/ Overarching Integrated Product Team (OIPT), and Milestones (MS)/ATP decision events with the Milestone Decision Authority (MDA)
  • assist with preparing, reviewing, and delivering reports including but not limited to the following: Quarterly Assistant Secretary of the Navy (Research, Development & Acquisition) [ASN (RD&A)] Dashboard Reports, Monthly Review of Progress (MRP), Budget Exhibits, •Manpower Study Reports, and DoN CIO Quarterly Updates
  • Provide acquisition inputs for PEOs' programs to include technical comments, questions, and recommendations regarding documentation and resulting impacts to PEOs/PMOs upon analyzing potential changes to acquisition policies, guidance, and directives.
Education and Experience Requirements:
  • Bachelor's Degree
  • 3 years of professional experience in the DoD Acquisition Lifecycle environment supporting Acquisition Category (ACAT) I to III programs
Skills and Abilities:
  • Possess working experience of the acquisition processes and policies as outlined in the DoD 5000.01, DoDI 5000.02 and SECNAVINST 5000.2
  • Possess knowledge of the Federal Acquisition Regulation (FAR)
  • Possess the capability to lead tasks which involve tracking risk and providing constant status or process oversight
  • Possess an ability to work independently and synchronizing tasks with cross-functional teams
  • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact both orally and in writing, among a variety of audiences at program levels
  • Proficiency in Microsoft Office, particularly MS Word, Project, Excel, and SharePoint
SECRET CLEARANCE REQUIRED
Salary Range: $70K to 80K
