Basic Statement of Responsibilities

This position is responsible for the development, marketing, administration and evaluation of the Advanced Manufacturing Program including: Welding, Machining, Industrial Maintenance Technology, Woodworking and Robotics certification trainings.
Serves as point of contact with DOL and WIOA representatives in Maryland, West Virginia and Pennsylvania to submit and maintain approved certification classes.
Serves as point of contact for potential employers and/or partners in the area to determine and meet employer needs and communicates messages, updates, and any other necessary information with key personnel at the college.
Serves as liaison between the college and incoming students to coordinate classes and certifications.
Manages the Welding Lab, Machine Lab, IMT Lab and Robotics Lab by making sure machines are in working order and supplies are ordered.
This position is responsible for the development, implementation, and evaluation of all apprenticeship programs.

Essential Functions

  • Collaborates with the college, students, employers, and potential partners to ensure students are receiving proper training for entering the workforce as a safe and well- trained employee. Address industry certifications and gaps.
  • Supervises, mentors and evaluates assigned part-time instructors.
  • Conducts research and needs analysis to develop new programs as well as evaluates and revises existing programs.
  • Ensures curriculum for machining, welding, robotics, and industrial maintenance training is being followed and evaluate students using appropriate LMS if available to track student progress.
  • Works with local entities and 4-year colleges for partnerships and articulation agreements to benefit the students moving beyond the program to further their career.
  • Enroll, provide guidance, assist, and help students with their education and career pathways to ensure their success in and beyond their program.
  • Create an outreach plan to achieve and/or exceed participant projections by being involved with the local Workforce Investment Board (WIB), manufacturing roundtables, and programming advisory boards.
  • Engage employers, seek employer feedback, leverage employer connections and resources, secure and connect students to employers for work experience, and explore On-the-Job Training (OJT) opportunities.
  • Develop and implement Apprenticeship programs in partnership with the Maryland Department of Lab, local manufacturers and the Maryland Apprenticeship Trades Council.
  • Ensure program sustainability by working with the Director to secure grant funding.
  • Prepare and maintain an inventory control system for all equipment and consumables.
  • Maintain proper stocking levels of consumables for classes to ensure the students and instructors have necessary materials on hand to facilitate class.
  • Coordinate preventative maintenance and upkeep on equipment necessary for classes through proper vendors by scheduling necessary repairs to equipment for all areas of Advanced Manufacturing.
  • Work with vendors for deliveries and ensure all items arrived in proper working order and numbers match the order submitted.
  • Oversee Advanced Manufacturing Budget and work within set budget to ensure numbers are met.
  • Assures the COMAR, MHEC and college policies and procedures are followed.
  • Attends professional staff meeting and related professional meetings.
  • Maintains communication with the Director for Career and Employer Solutions and reports all new developments in program areas.
  • Maintains good working relationships with professional and support staff members in the Center for Continuing Education and throughout the College.
  • Maintains current on local, state, and national information and trends in program area.
  • Other duties assigned.

Education, Experience, and Specialized Skills

Bachelor's Degree with minimum of five (5) years combined relevant work experience in Machining, Industrial Maintenance, or Mechanical Engineering AND project management, administration, curriculum development, program evaluation or related field.

Knowledge, Skills, and Abilities

Knowledge and understanding of computer skills including; Microsoft Office Suite, personal computer operating systems (Windows) and functional use of the internet for research and marketing purposes. Written and oral communication skills, ability to work independently, use time management and organizational skills, critical and creative thinking skills, record keeping and budget management skills and the ability to plan and coordinate long-term projects. This job should also have a working knowledge of metal machining equipment, welding, or robotics equipment.
