Basic Statement of Responsibilities

The Business Office Director is responsible for the overall operations of the Business Office. This includes billings, receipts, collections and deposits for credit students, housing and other campus departments.

Essential Functions

  • Directing the billing and collection of College and Housing receivables.
  • Supervising the payment and processing of financial aid student awards.
  • Supervising third party agency billings and procedures.
  • Supervising the process of turning over, both college and housing, delinquent accounts to the collection agency.
  • Supervising the reconciliation of daily receipts, which includes reconciling reports, making deposits and posting transactions to the general ledger.
  • Working with Information Technology to maintain and improve the student billing system.
  • Developing and recommending changes in the collection and billing procedures.
  • Counseling individuals and agencies on matters relating to College policies concerning tuition and fees.
  • Maintaining all the student billing tables for tuition and fee charges.
  • Coordinating the student deregistration process with the other student service areas.
  • Maintaining the credit student payment plan with an outside agency.
  • Accounting and reconciling of student federal financial aid.
  • Processing the student IRS form 1098T.
  • Managing and processing the Pennsylvania State subsidy funds and the Maryland Statewide and Health Manpower funds.
  • Managing and approving any student tuition and fee refund appeals.
  • Reviewing student outstanding checks and returning any outstanding federal funds according to the federal guidelines. Sending any unclaimed funds to the State of Maryland after three years.
  • Verifying Housing applicants’ ability to pay which includes running credit reports and working with the financial aid office.
  • Overseeing and maintaining payment plans and invoicing for Housing residents.
  • Managing Housing contract and damage invoicing.
  • Coordinating Housing contract cancellations and release requests.
  • Collecting security deposits and assisting the Director of Accounting with refunds of security deposits.
  • Preparing regular and special reports for the College as needed or requested.
  • Assuring that student disbursements and billings are done according to policies and procedures established by Federal, State and County government agencies.
  • Developing and recommending policies and procedures relative to the Business Office cash collection and handling, as well as other financial operations of the College.
  • Providing assistance and information to the College auditors.
  • Assumes other necessary responsibilities as requested by the Vice-President of Finance and Administration.

Education, Experience, and Specialized Skills

Requires a Bachelor’s Degree in Accounting, Business Management, or other related degree. Previous supervisory experience is also required. Minimum of 5 years related experience in Accounting or Finance required.

Knowledge, Skills, and Abilities

  • Knowledge of various software programs, including the ability to learn and use the Ellucian ERP accounting system
  • Knowledge of basic accounting rules (GAAP & GASB) including the ability to draft applicable financial statements from financial data
  • Proficiency with Microsoft Office products including the ability to create and manipulate Excel spreadsheets using basic formulas
  • Use of Multiplication, division, ratios and percentages
  • Excellent customer service skills
