Allegheny County Health Department is Hiring a Field Compliance Engineer Near Pittsburgh, PA

A resume may not be substituted for an application.Position SummaryWork is field-based, and involves conducting field investigation, compliance assistance, and interpreting test results. An employee in this class makes observations while on site and makes detailed records of these observations as well as recording other noteworthy emissions or on-site observations of the plant practices. Reports are produced from the recorded observations that are detailed and comprehensive. Work is performed following established procedures and regulatory requirements. Work requires a substantial amount of independent judgement exercised in close collaboration with other staff and management. Observations must meet requirements of ACHD inspection procedures. This position may require availability during daylight, evenings, and weekends to conduct inspections on all inspection shifts.

Duties
  • Contributing to the implementation of the Air Quality Program’s goals and objectives by performing inspections of coke plants including the Clairton Coke Works.
  • Contributing to the implementation of the Air Quality Program’s goals and objectives by performing inspections of industrial facilities.
  • Perform visible emissions observations at industrial facilities.
  • Review plant operations for compliance and best management practices on site or electronically.
  • Collecting and conveying valid and reliable data and information on equipment performance, plant practices, maintenance of equipment, emissions, and inspection findings both written and orally.
  • Incorporating ethical standards of practice into all interactions with individuals, organizations, and communities (e.g., testifying as a witness in court).
  • Responding to public health emergencies.
  • Contributing to the implementation of the Air Quality Program's goals and objectives by collecting valid quantitative and qualitative data (creating inspection reports and taking samples) needed for enforcing air pollution control regulations.?
  • Observe process equipment during emissions testing.
  • Contributing to the implementation of the Air Quality Program's goals and objectives by collecting and helping to ensure valid quantitative measurements needed for creating legally defensible environmental data.?
  • Conducting field inspections to assure compliance with county, state, and federal regulations for containment of asbestos and air emissions. Creating, reporting, and documenting compliance issues as a result of field inspections.?
  • Supporting the continuous improvement of program performance through activities such as investigating complaints related to air pollution sources or assisting in the development of standard operating procedures.?
  • Operate under safety practices and protocols appropriate for an industrial facility.
  • Communicate observations and regulations effectively both orally and in writing.
  • Ability to wear personal protective equipment such as a respirator, safety glasses, flame retardant clothing, hard hat, gloves, and metatarsal safety boots in all weather conditions.
  • Perform coke oven observations according to Article XXI.
Knowledge OfKnowledge, Skills, and Abilities
  • Some knowledge of the operation and structure of a variety of fuel burning devices, incinerators and process equipment.
  • Some knowledge of industrial plant operations and heavy equipment.
  • Knowledge of safety practices in industrial plants and for heavy equipment.
Skill InAbility to:
  • Ability to perform basic math.
  • Ability to conduct and record accurate and objective inspections of sources of air pollution.
  • Ability to complete all prerequires for Method 303 certification within one year of hire date
  • Ability to pass a Method 303 certification test within one year of hire date.
  • Ability to conduct Method 303 visible emissions observations after certification at coke plant
  • Ability to achieve Method 9 certification within 6 months and maintain it thereafter.
  • Ability to observe emissions testing and evaluate process operations.
  • Ability to exercise normal color perception.
  • Ability to deal tactfully with plant personnel and regulated community.
  • Competent knowledge and use of Microsoft Office programs including Outlook, Word, Teams, and Excel and other database programs.
  • Ability to complete inspections on electronic devices.
  • Ability to represent ideas effectively, concisely and accurately, both orally and in writing and present themselves in a professional manner.
  • Ability to develop reports and make recommendations based on fact.
  • Ability to learn to use and make accurate readings from required instruments for this work.
  • Ability to testify to their recorded observations.
  • Ability to testify to regulations and inspection procedures.
  • Ability to submit reports that may constitute the basis for testimony in court.
  • Ability to initiate suggestions and recommendations as to improved inspection procedures.
  • Ability to work with other team members.
  • Ability to properly convey directions from their supervisor to other team members.
  • Ability to evaluate ethical issues regarding inspections.
  • Ability to work under all-weather conditions.
  • Ability to work in uncomfortable working conditions: noisy, dusty, hot, humid, cold, smelly and other adverse conditions.
  • Ability to climb ladders and scaffolds on moving machines such as "larry cars" and pushers for detailed observations.
  • Ability to work in a physically demanding environment with heavy equipment, machinery, climbing and congested and high traffic areas.
  • Ability to wear personal protective equipment such as a respirator, safety glasses, flame retardant clothing, hard hat, gloves, and metatarsal safety boots.
  • Must be able to work in a team environment.
  • Ability to respond to emergencies.
