ALLY Energy is Hiring a Job - Advisor Subsurface Regulatory Near Minot, ND

Position SummaryThe position will be responsible for providing cross-functional regulatory advisement on subsurface matters. This role will be primarily responsible for the Bakken plug and abandonment program and will also provide regulatory and technical advisement on defects and subsurface issues that arise during a well’s operating life cycle. This position requires a detailed knowledge of well design and engineering, central wells’ standards and recommended practices, and regulatory requirements. Regular interaction with a cross-functional team consisting of D&C engineers, Central Wells, and the production and maintenance teams will be required. This role will directly report to the Regulatory Manager with technical authority to the Drilling and Completions Engineering Manager.
Roles And Responsibilities
  • Manage the Hess Plug and Abandonment program
    • Tracking non-compliant wells for return to production and communicating status to various agencies
    • Accept P&A candidate wells from Operations and manage rig schedule
    • Develop P&A procedures according to Hess standards and agency requirements. Source materials and equipment as needed.
    • Budget and forecasting/accruals for the P&A program
    • Align with contractors to reduce cost and promote continuous improvement
    • Liaise with agencies before, during and after P&A operations, file all necessary paperwork and permits
    • Support the Global ARO Liability annual process
    • Conduct cross-functional risk analyses and Management of Change (MOC) documentation per Hess requirements when deviations from Hess standards occur
  • Promotes and supports embedment of Hess safety procedures, best practices and standard work as defined by the expectation of an advisor and program lead
  • Advise ND regulatory staff and contractors on drilling permitting, completions reporting, workover approvals and reporting. Submit paperwork as required
  • Provide technical authority input and expert advice on subsurface regulatory compliance, including defects, remediation
  • Works cross-functionally with the Subsurface Execution and Engineering group to advise on defects, reporting requirements, scheduling, and information sharing.
  • Represent Hess – establish and maintain relationships of integrity and trust with external regulatory agencies, including North Dakota Industrial Commission, Bureau of Land Management. Act as a primary liaison regarding subsurface matters
  • Maintain strategic partnership with the Central Wells function, understanding the well integrity process and accepted standards and recommended practices - especially as they relate to the P&A process
  • Embrace advisor role to coach and mentor outside of the regulatory functional group, influencing without authority. As requested, develop relationships with production and maintenance engineers based on mutual trust, dignity, respect, fairness, consistency, two-way communication, and teamwork; focus on subsurface regulatory compliance and continuous improvement.
  • Advise on special projects, including enhanced oil recovery and salt water disposal
Experience/Skills
  • Minimum 10 years’ experience in Production Engineering and/or oil & gas field-related engineering/operations role
  • Proficiency in regulatory requirements for well construction and operation, both federal and state, with a focus on well securement and P&A compliance
  • Ability to work effectively across teams in an inclusive diverse, multidiscipline environment
  • Ability to communicate effectively in e-mail, presentations, and informal settings - including directing preparation of slides, charts or other needed supporting materials
Education/Training
  • Bachelor of Science Degree in Petroleum Engineering, or an Engineering degree with relevant experience
