ALLY Energy is Hiring a Regulatory Project Job Planning Specialist Near Minot, ND

HYBRID ELIGIBILITYThis position works a hybrid schedule, spending time remotely and in the office in Minot, ND. The current hybrid schedule provides flexibility to collaborate in the office Tuesdays through Thursdays and work from home Mondays and Fridays. With our 9/80 feature you get time off every other Friday when you work at least 80 hours over the preceding nine days.
Duties/Responsibilities
  • Planning and scheduling of facility upgrades and modifications needed for current and upcoming regulatory compliance (e.g. Operations-related items from Project Eveready, pit flares, combustors, tank rerates, etc.)
  • Assist Small Projects team with facility upgrade prioritization (e.g. economics, bad actors, and deferred sites) and working with Areas to identify site synergies to reduce planned downtime
  • Support resource estimation for longer-term regulatory compliance (e.g. EPA Methane Rule OOOOc facility upgrades, surveillance, and man-hours)
  • Field liaison between Reliability Operations and Regulatory supporting Standard Work Instruction (SWI) and Business Rule creation and updates to reflect regulatory requirements; support continuous improvement of Exception Based Surveillance SWIs and exception criteria
  • Support maintenance planning activities
    • Pull SAP data and P&IDs related to tanks, closed vent systems (CVS), flares, etc.
    • Participate in consulting contractor “Route Reviews” for recommended facility upgrades
    • Communicate/coordinate needed facility upgrades to Area Operations & MR&I teams
    • Prioritize 2024 summer/winter season work to meet early 2025 project milestones
    • Forecast 2024 maintenance activity levels for OPEX spend, CAPEX spend, and crew resource needs preparing 2025 budget inputs
  • Facilitate Ops Gap Closure meeting and routinely report project status to asset Leadership
  • Utilize data to identify bad actors and track countermeasures to reduce emissions
    • Super emitter data (Satelytics, Bridger, Soofie)
    • EBS signals (flare temperature, tank pressure)
    • Cold venting
    • OGI deviations
  • Support data improvement initiatives (e.g. PI tags)
Experience/Skills
  • Production Operations and/or Midstream Gathering & Plant oilfield experience preferred
  • Regulatory Compliance experience preferred
  • Lean experience preferred
  • Good project management. and planning skills
  • Good maintenance, logistics, planning, cost estimating skills
  • Good communication skills and ability to work in teams
  • Good time management. and following routine work schedules
  • Familiar with Spotfire visualization tools and ability to support business needs with appropriate visuals, plots, charts, etc.
  • Working knowledge of database structures (SAP, PI, ODR, etc.)
  • Competent with MS Office programs, especially Excel and Teams
  • Ambitious, organized, and self-motivated
  • Ability to develop skills in data analytics projects including coding, data wrangling and aggregation
Education/Training
  • High school diploma or equivalent required
  • 2 year tech degree preferred
