Job Description:
We are seeking a skilled and experienced Human Capital Analyst to join our team, supporting the Chief Digital and Artificial Intelligence Office (CDAO). This role involves managing and executing strategic human capital initiatives at the Office of the Secretary of Defense (OSD) level, with a focus on the civilian workforce. The ideal candidate will possess deep knowledge of DoD operations and governance and will play a critical role in overseeing and advancing the Digital Workforce Functional Community Management (FCM) governance process. Key Responsibilities:
• Governance Process Management:
o Oversee the Digital Workforce FCM governance process, including the effective operation of the Digital FCM Working Group.
o Ensure appropriate stakeholder representation on the Working Group "Focus Elements," managing topics and issues addressed, and recording outcomes.
o Develop updates and recommendations for the Cyber Workforce Management Board (CWMB) and the CDAO Council, capturing and archiving outcomes.
• Policy and Governance:
o Propose updates and revisions to various charters and governance documents based on Working Group operations and requirements.
o Assist in identifying governance process stakeholder engagements and requirements, facilitating and contributing to those engagements.
o Develop and maintain an FCM Governance process artifact repository, continuity folder, and "lessons learned" library.
• Strategic Workforce Planning:
o Maintain awareness of relevant data, analytics, and AI education and workforce trends and best practices across the Department, federal government, and industry.
o Execute briefings and facilitate meetings with stakeholders across the federal space, including senior-level officials.
o Support the government client in advocating for and obtaining authorities to enhance the workforce.
• Documentation and Reporting:
o Create comprehensive technical documentation, including design specifications, configurations, and integration details.
o Prepare reports on system performance, access governance, and compliance-related metrics.
• Collaboration and Engagement:
o Collaborate with cross-functional teams, including IT, security, and compliance, to ensure alignment with organizational policies and standards.
o Work closely with project managers to ensure timely delivery of IAM projects.
Required Qualifications:
• Clearance: Active Top Secret clearance
• Experience:
o Minimum 8 years of related experience
o Strong knowledge of DoD workforce governance principles, and policy and procedures development and implementation
o Extensive experience in policy and process development, capture, and codification/writing
o Solid understanding of DoD and OSD operations and organizational structure
o Experience in strategic human capital planning, including talent lifecycle management and workforce action planning
o Knowledge of artificial intelligence, machine learning, and data science concepts, methodology, and techniques
o Demonstrated research, data analysis, and critical thinking skills
o Ability to collaborate and work effectively on teams in a fast-paced, high-intensity environment
• Skills:
o Strong facilitation skills and the ability to build relationships and interface with senior-level leaders across the organization
o Advanced MS Word, PowerPoint, Excel, and Outlook application skills
o Ability to discern issues for senior-level consideration and translate outcomes into actionable decisions
o Demonstrated ability to write clearly and succinctly, translating policy and process into governance artifacts Education:
o Bachelor's degree in a relevant field, such as public policy, economics, statistics, business, data science, or industrial/organizational psychology (Master's degree preferred) Desired Skills:
• Prior Federal government, professional services, or Federal consulting experience
• Experience integrating enterprise strategic human capital efforts aligned with overarching governing requirements (e.g., Government Performance and Results Act, National Defense Strategy, President’s Management Agenda)
• Experience leading and/or developing organizational-wide metrics for strategic human capital efforts (e.g., HR Stat, Human Capital Operating Plans, Employee Viewpoint Survey)
