POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Business Analyst - Organization & Human Capitol Support will assist the National Capital Field Support and Mobile Work (MW) Section to improve organizational and workforce processes and continue to advance its growth within the following support areas: Organizational Performance and Efficiency Improvements, Organizational Engagement and Communication, and Strategic Human Capital Development.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

  • Provide Organizational Transformation Consultation and Support services including change initiatives and communications within the Section to sustain evolving mission and implementation.
  • Support Stakeholder Engagement Plan activities including customized engagement activities to design, develop, and deliver strategic communication planning to improve employee morale, increase the Section’s brand awareness, and solidify the Section’s standing as a leader in Mobile Work (MW) sustainment.
  • Write and submit a Section Strategy Plan in support of Organizational Strategic Roadmap activities including:
    • Strategic planning initiatives and adoption strategies to align the Section with Office of Facilities and Asset Management’s (OFAM’s) strategic priorities.
    • Performance support and for the development and implementation of business process improvement recommendations to increase overall effectiveness and efficiency.
  • Provide Human Capital Development Support including designing and executing developmental plans to strengthen the Sections operational capabilities, ensure effective use of the current workforce, and provide workforce planning action(s) to support both current and future needs.
  • Support Mobile Workforce Sustainment Training Plan (Optional) activities including
  • MW sustainment support to additional CBP Offices for planning and training initiatives for management and leadership coaching, knowledge, and competency training, and identifying methods to improve engagement as needed.
  • Leverage industry knowledge, experience, and innovative approaches to assist the government in the development of an FCA program.
  • Conduct as is analysis and provide recommendations to achieve desired outcomes.
  • Develop written deliverables that shall include but shall not be limited to memorandums, project plans, standard operating procedures, process and procedures, flow charts, external strategic communications for business partners, and input/track reporting of deliverables in the OFAM task management system.
  • Support the management of timelines for deliverable development and in support of program development and management.
  • Assist with strategic planning, metrics development, and performance management.
  • Recommend process improvements and organizational strategies.
  • Compile program analysis and reports related to facility assessments.

Payrate: $104,303 to $125,809 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • Minimum of seven (7) years in organization management and organizational transformation consulting services, stakeholder engagement planning, organization strategy planning, and human capital development.
  • Bachelor's degree required.
  • US Citizenship is required per contract requirements.
  • Ability to obtain/maintain eligibility and favorable pre-employment U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM) background investigation before reporting for duty.
  • Excellent written and verbal English communication skills.
  • Knowledge and experience with SharePoint desired but not required.
  • Travel may be required to complete the requirements of the position.
