We have an exciting opportunity for a Senior Business Analyst to join our team in support of the Federal Aviation Administration (FAA) Financial Policy Branch (AFM-130) Come join our great management team. You will provide support to develop, revise, and maintain financial SOPs, Desk Guides, User Guides, financial guidance and policy documentation in accordance with AMS, FAA Travel Policy, Appropriations Law (e.g., RedBook), Financial Manual, Department of Transportation (DOT) Travel Card Management Policy, Human Resources Policy Manual (HRPM), and Financial Orders.
Responsibilities:
Financial Standard Operating Procedures Support
Inventory and store all fiscal policy documents electronically on Shared Drive.
Verify fiscal policy documentation contains correct document numbers, titles, dates, sources (e.g., OMB), and source locations (web IDs), and Verify fiscal policy documentation is validated and current.
Identify updates and store on Shared Drive;
Compare existing and draft Financial SOPs, and conduct research/outreach to verify.
SOPs comply with existing FAA government policies.
Provide draft revisions of SOPs based on non-compliant issues identified, which includes researching and collecting information related to SOPs from process/procedures owners and participants.
Support the development, update, and delivery of SOPs, policy, and other financial guidance as follows:
Implementation strategy recommendations for SOPs and financial guidance.
Coordinate and collaborate with Subject Matter Experts (SMEs) to identify and gather requirements for updating and maintaining SOPs, Desk Guides.
User Guides, financial guidance and policy documentation.
Draft new documents (e.g., content, graphics, pictures) to communicate concepts, ideas, and structure content.
Review, evaluate, and provide recommendations on documents prior to completion of final version.
Collaborate with SMEs to develop, review, evaluate, and finalize documents.
Maintain working files on Share Drive.
Ensure documents are in compliance with Section 508 requirements.
Deliver final document versions for uploading to ABA Financial Services website, Review website postings for accuracy.
Maintain a status report that identifies the progress of SOPs, Desk Guides,
and User Guides and Provide content for monthly and ad hoc email notifications of SOP updates.
Financial Manual Support
Compile Fiscal Policy Documents from FAA, OST, OMB, GAO and other Sources
Inventory and store all fiscal policy documents electronically on
Shared Drive.
Verify fiscal policy documentation contain correct document numbers, titles,
dates, sources (e.g., OMB), and source locations (web IDs), and Verify fiscal policy documentation is validated and current. Identify updates and store on Shared Drive.
Compare Existing and Draft Financial Manual Sections and Conduct Research/Outreach to Verify Compliance
Compare existing and draft Financial Manual sections, chapters, volumes, and appendices, and conduct research/outreach to verify compliance.
Provide draft revisions of Financial Manual content based on non-compliant issues identified, which includes researching and collecting relevant information from process/procedures owners and participants.
Assist in reviewing FAA orders for duplicate content, incorporate missing information in the Financial Manual, and support the retirement of orders.
Support the Development, Update, and Delivery of Financial Manual
Implementation strategy recommendations.
Identify points of contact (e.g., policy holders, system owners, and other SMEs) for each section of the Financial Manual and create a review schedule to periodically review and update each volume and its appendices.
Coordinate and collaborate with SMEs to identify and gather requirements for new sections of the Financial Manual.
Draft new sections, review, evaluate, and provide recommendations prior to completion of the final version, Collaborate with SMEs to develop, review, evaluate, and finalize the Financial Manual.
Maintain working files on Share Drive.

Review website postings for accuracy,
Maintain a status report that identifies the progress of Financial Manual work,

Financial Questions & Answers (Q&As) Support
Research pertinent laws, policies, and guidance and respond to incoming incidents by drafting a response to each question (or redirecting a question to the appropriate SME for resolution) and submit for COR approval prior to delivering an answer to the customer.
Perform policy research and evaluate/synthesize researched facts and information in
response to policy related inquiries;
Identify incidents and make recommendations of those that should be posted as
public Q&As and coordinate reviews of such incidents by the appropriate SME;
Review posted Q&As for accuracy and update as necessary based on changes in
laws, policies, guidance, system updates, and/or broken links; and
Provide content for monthly and ad hoc email notifications of Q&A updates.
