Full-time, Non-Exempt (NE27) commensurate with experience.

Scope & Responsibilities of Environmental Technician I : (Not limited to)

This position is primarily responsible for conducting field-related activities necessary for meeting environmental compliance standards. Specific duties will range across all disciplines including waste, water, air, spill prevention countermeasure and control (SPCC), storage tanks and remediation. The primary focus of efforts will involve obtaining samples, conducting calibrations, acquiring various data, and maintaining records used to demonstrate compliance with applicable local, State, and Federal regulations. Under minimal supervision, successful candidates will also perform a limited amount of general administrative duties including data entry and file maintenance. The potential scope of responsibilities for this position includes but are not limited to the following:

Air

  • Administer the Refinery’s Leak Detection and Repair Program in accordance with NSPS Subpart VV & NESHAP Subpart CC. This includes maintaining accurate identification for approximately 6,000 components in VOC service.
  • Collect fuel, flare gas, and benzene fence line monitoring samples and ensure timely shipments to analytical lab(s).
  • Conduct monthly testing, develop emission estimates and ensure equipment is properly calibrated in accordance with NESHAP cooling water emission requirements.
  • Perform routine Title V compliance audits to confirm compliance with applicable requirements such as weekly pump seal inspections and daily visible emission observations.
  • Conduct process heater and boiler flue gas emission testing using a portable flue gas monitor.
  • Annually inspect storage tanks equipped with internal floating in accordance with Federal air quality regulations.
  • Perform daily EPA Method 9 and Method 22 visible emission assessments.

Storage Tanks

  • Perform monthly external storage tank inspections for all applicable tanks per Pennsylvania Code Chapter 245.
  • Audit storage tank operating permits on an annual basis (minimally) to ensure accuracy of internal database.

Water

  • Collect representative water samples and ship to Pennsylvania State accredited labs for analysis.
  • Populate ARG’s monthly/semi-annual Discharge Monitoring Reports with analytical and process data in preparation for submittal to PADEP.
  • Populate ARG’s semi-annual (pre-treatment permit) certification report in preparation for submission to Bradford Sanitary Authority.

Waste

  • Conduct waste storage area inspections for proper labeling and defective conditions.
  • Assist in the coordination of refinery waste transportation and disposal.

Remediation

  • Gauge remediation wells for Separate Phase Liquids (SPL) &/or water depth weekly and conduct SPL recovery as appropriate.
  • Perform daily creek inspections and abatement activities as needed.
  • Assist in monitoring and maintaining the groundwater pump and treat system.

Spill Prevention Control & Countermeasure

  • Conduct response equipment readiness inspections and maintain adequate supplies.
  • Routinely inspect stormwater inlets and related spill containment equipment.

General

  • Complete and submit maintenance requests and work orders as needed.
  • Actively participate on the Emergency Response Team (ERT) for Fire Brigade, HazMat, Confined Space or Rope Rescue response.
  • Perform other job-related duties as assigned by Supervisor/Management.

Education & Experience for Environmental Technician I:

  • Associate degree in sciences, environmental or related field(s) required; strong understanding of chemistry is desirable.
  • Specialized education, internship or experience with environmental concepts and practices preferred.

Other Qualifications of Environmental Technician I:

  • Proficient in Microsoft Office Suite of applications including Access, Excel, Word, PowerPoint, and Outlook, as well as other applicable software.
  • Must possess and maintain a valid motor vehicle driver’s license.
  • Become certified in EPA Method 9 for visible emissions and trained in the handling and shipment of Hazardous Materials (HazMat).
  • Able to interpret and effectively apply governmental, industry and company-specific regulations or policies.
  • Possess effective communication and interpersonal skills; demonstrates teamwork using a collaborative work style.
  • Results oriented with strong problem-solving and decision-making abilities.
  • Ensure all compliance tasks and deadlines are effectively tracked and managed.
  • Successful participation and completion of all company mandated &/or job-related training programs.

Physical & Cognitive Demands of Environmental Technician I:

COGNITIVE DEMANDS: Meet deadlines, focus attention, work independently, independent judgments, work with a team, communicating, reading comprehension, critical thinking/troubleshooting.

PHYSICAL DEMANDS: seeing, speaking, hearing, sitting, walk/climb, stand/reach, listening, writing, driving, keyboarding. Push/pull/lift/carry or otherwise transport 50 pounds.

Capable of climbing, entering vessels through standard manways and working in elevated locations or confined spaces.

Work in extreme heat or cold environments with exposure to hazardous materials.

May be required to work overtime, holidays, weekends scheduled time off &/or shift work as required to support plant operations.

Occasional travel may be required.
