AMSG INC is Hiring a Change Management Specialist Near Washington DC, DC

Advanced Management Strategies Group (AMSG) has an immediate need for an Organizational Change Management Specialist to support the Department of Veterans Affairs Office of Management and Budget (OMB) and Office of Federal Procurement Policy (OFPP).

The Department of Veteran Affairs began developing overarching VA Category Management (CM) principles, and processes in 2014. In May 2019, the Deputy Secretary of the VA affirmed his position as the agency-level Senior Accountable Official (SAO), aligning CM with the Deputy Chief Management Officer responsibilities and Mission Directive 1-19.

The VA CM program is governed by the Office of Acquisitions, Logistics, and Construction (OALC) serving as the Category Management Support Office (CMSO). This office provides support to Category Managers with the implementation and execution of their CM efforts and serves as an independent advisor to the VA SAO and Category Management Council (CMC) Secretariat. 

The purpose of this procurement is to obtain the necessary program support to facilitate implementation of an VA-wide CM governance structure and operating model; develop strategies and support implementation to expand use of CM Principles, resulting in cost savings, mission capability improvements and compliance with Federal and Agency policy. Additionally, this procurement will help promote collaboration and knowledge sharing through defining, supporting, and encouraging the use and application of knowledge to achieve organizational success.

Contract Length: September 30, 2022 - September 29, 2023

Location: 810 Vermont Avenue, Washington, DC 20571; currently remote 

Scope:

The objective of this contract is to provide services in support of the VA CM program. AMSG will assist with the development and execution of program strategies that support and advance the maturity and adoption of CM across the Agency. AMSG will employ a collaborative and iterative methodology for developing deliverables and problem solving to support the Customer's goal of achieving a consistent and comprehensive VA-wide CM strategy. This requirement will provide VA CM support, CM Execution, and overall Task Management/Reporting and Staffing management support.AMSG will ensure that all efforts are consistent with the CM governance principles and framework, Government statutes, policies, regulations, and related guidance and that it supports the overall VA vision and strategy of SAO and the CMPO. Specific guidance may be found in OMB M-19-13 (Mar 2019) and OMB M-22-03 (Dec 2021). All work will be performed in coordination and collaboration with the VA CMSO, category managers, category team, governance bodies and relevant stakeholders.

Responsibilities:

  • Provide support for continuous program improvements, as well as the development of frameworks and processes for managing new requests.
  • Assist in the development and establishment of change control processes to review, evaluate, and approve new processes and requirements. This will allow the CMSO to manage and prioritize changes and manage the impacts of cost, schedule and performance.
  • Develop effective rules of escalation to facilitate change through the governance framework.
  • Assist with development of strategic communication materials related to change management to include development of CM monthly messages, briefings and marketing materials specific to categories to effectively inform and increase community awareness of CM principles, services, accomplishments and benefits.
  • Assist in developing specific and targeted activities and communication materials and products. To include briefing decks, specific and Agency-wide messaging.
  • Support and participate in cross-cutting communication meetings, as required.
  • Support the development of CM messaging, message maps and calendars.
  • Support ad hoc communication requests, to include additional briefings, executive communications, and messaging.
  • Assist in aligning communication initiatives to reduce the number of messages and make the existing messages more powerful and relatable.
  • Analyze behaviors, attitudes, and practices to identify risks to CM development and implementation.
  • Support customer and stakeholder engagement and adoption of OCM.
  • Identify risks to OCM and the category management program.
  • Collaborate with the Federal CM Support Office (CMSO), VA Category Managers, and VA stakeholders related to the Federal CM program, Cross-Category and Cross-Agency efforts.
  • Collaborate with stakeholders in VA Reform initiatives as they pertain to CM activities.
  • Assist with establishing and maintaining communities of interest (COI) and communities of practice (COP).
  • Support development, evaluation and/or implementation of Courses of Action (COAs) resulting from Product Intelligence Reports (PIRs).
  • Engage with SMEs and analyze functional/operational data to assist the Category Manager in the development of performance metrics to include capability (i.e. mission performance, readiness, affordability, etc.), cost, and compliance metrics.
  • Support communications, stakeholder feedback, training, and assessments, develop products that best support the Agency and category management.
  • Develop, recommend, and implement strategies to ensure effective use and application of knowledge management strategies within the CMSO.

Requirements:

  • Must be a US Citizen
  • Experience in gathering data concerning products or services, analyzing the data to generate options and forming options into comprehensive strategies.
  • Strong written and verbal communication skills.
  • Experience creating strategies and defined goals and planning and implementing the increased use of category management based on collected data. Strategies must include enterprise-wide Organizational Change Management (OCM) with large scale organizations.
  • Expect level proficiency with the Microsoft Office ecosystem.
  • Knowledge of Government Category Management or Demand Management execution. (Preferred)
  • Understanding of OMB's and GSA's implementation of Category Management across the federal workspace and implementation at an agency level. (Preferred)
  • Previous experience with VA (Preferred)
  • Master’s degree (Preferred)

Education: BA/BS degree in a related field

Experience: 3 years of relevant experience

Clearance Requirements: Ability to obtain a Dept of VA Public Trust

Vaccination Requirements: Able to provide documentation of fully vaccinated status against COVID-19
