Position SummaryTitle CodeProgram Manager: Community School
Job SummaryIn AACPS, the community school coordinator is called the Community Schools Program Manager. Collaborates with the school administration and the Office of Community and School-Based programming to establish a community school. Responsible for relationship management with all stakeholders including school leaders and district leaders, government agencies, and organizations to connect families with existing wraparound resources in the four pillars of physical health, social, emotional, and behavorial health, 2 generational supports, and academic enrichment. Designs and implements programming that supports families in all pillars and increasing family and community engagement in the community school.
Additional Work Days/HoursBased on the assignment, the following additional work days and/or hours may be required as needed:

  • Summer hours

Essential Duties/Responsibilities
  • Develops, implements, monitors and ensures compliance of the community school strategy in accordance with state grant specifications, current legislation, and AACPS requirements.
  • Develops grant budget and monitors compliance of school level grant allocation of funds in collaboration with the Office of Community and School Based programming. Collaborates with other offices to maximize the braiding of funds and efforts.
  • Facilitates the Community School Steering Committee. Conducts needs assessment involving multiple stakeholders, and identifies student and community needs and priorities.
  • Develops clear, data-driven annual school community plan for the coordination and delivery of supports and services for students and families.
  • Creates detailed timelines for each initiative; assesses and tracks project progress regularly using various computer programs and tools; and drives project completion, holding others accountable for responsibilities and deadlines and resolving complex obstacles.
  • Works with Title I and other offices to develop, adopt, and supervise of out-of-school time programming and other specialty services and projects.
  • Develops strong partnerships with community organizations, government agencies, and business partners to maximize services to the school, students, and families.
  • Collaborates with others to organize and lead all aspects of family involvement, adult education, and professional development opportunities for multiple stakeholders.
  • Collects, maintains, and analyzes data to determine the impact of the community school plan, and prepare reports.
  • Develops and participates in professional development related to trauma-informed education, restorative justice practices, culturally responsible teaching, and community school strategies.
  • Performs other related duties as assigned within the same classification or lower.

Education
  • Bachelor's Degree in applicable field of education from a regionally accredited college or university required.
  • Master's Degree in applicable field of education from a regionally accredited college or university preferred.
Experience
  • Four (4) years experience in social work, education, government relations, or related field required;
  • Three (3) years experience in program/project management preferred;
  • Three (3) years experience working with grant programs preferred;
  • Three (3) years experience as a lead/supervisor preferred.
Knowledge, Skills, Abilities And Other Characteristics
  • Demonstrated ability to independently implement, direct, and supervise a model program.
  • Demonstrated ability to work in partnership with external community agencies and programs.
  • Knowledge of budgeting is preferred.
  • Ability to effectively communicate with diverse communities and develop outreach strategies to encourage parental involvement in student learning.
  • Demonstrated ability to work effectively and engage diverse parents/guardians with varied communication styles, levels of skill, and experience to support their child's education experience.
  • Demonstrated knowledge of working with students of diverse backgrounds.
  • Excellent human relations and interpersonal skills.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite – Word, Excel, Outlook, and/or PowerPoint preferred).
Language Requirements
  • Bilingual/Biliterate in Spanish near native preferred.
Licenses and CertificationsEmployee must retain active licenses, certifications, and enrollment as a condition of employment.
  • Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) preferred.
  • Hold or be eligible for Educator Certification: Administrator I Certificate issued by Maryland State Department of Education (MSDE) preferred.
  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Daily access to reliable transportation.

  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
