Specific Job DescriptionANSER is seeking a Budget Analyst to assist the DoD CIO onsite at the Pentagon in the following areas:
- Analyze financial data related to operations, business performance, and investments
- Consolidate complex technical program descriptions and strategy to distill information into simple language for official reports
- Support the PPBE process within DoD CIO
- Work closely with DoD CIO and agency officials to collect budget data on specific program elements
- Create DoD CIO purchase request (PR) orders for federal approval
- Support the creation of spend plans, budget estimates and budget exhibits
- Review, edit, and format written budget policy, guidance, or instruction documents
- Track process deliverables and milestones in order to meet deadlines
- Draft briefings, meeting notes, and coordination materials
- Master's degree in a discipline relevant to the position plus 12 years relevant professional experience; or any bachelor’s degree plus at least 16 years relevant professional experience.
- Must have an active Top Secret Clearance / SCI
- Cognizant of current DoD budgetary principles and their associated operational impact
- Familiarity with budget formulation and execution processes within DoD organizations and or military services
- Experience working with budget databases
- Experience writing and/or researching budget documents
- Experience with RDT&E and O&M programming, budgeting, and execution at an OSD level
- Excellent written, oral communication skills, and experience developing senior level budget briefs
- Expert level user of Microsoft Office software, specifically Excel pivot tables
- Demonstrated attention to detail and ability to multitask
- Experience writing official public releases, media releases, strategy documents and/or DoD communications experience
