Job Description

Job Description

Apogee Solutions, a Woman Owned Small Business, is seeking a Program Analyst to support the Joint Staff J7 at the Pentagon. Qualified candidates must have an active Top Secret clearance with SCI eligibility.

The Program Analyst will:

  • Provide program budget planning, analysis, assessment, and functional support for the Exercise-Related Construction (ERC) Program.
  • Coordinate with Services, Combatant Commands and other agencies in the areas of ERC requirements development, requirements analysis, business and process planning, and cross-Service/agency/Combatant Command coordination.
  • Develop, review and coordinate Significant Military Exercise Brief (SMEB) packages.
  • Provide technical analytical support in development of scoring criteria for the 1-N ranking of proposed ERC projects, aggregation and analysis of stakeholder inputs and generation of prioritized requirements list based on available funding.
  • Provide monthly, quarterly, annual and ad hoc reports for program accounting of funds, and projects status.
  • Use the Overseas Humanitarian Shared Information System (OHASIS) in the management and oversight of the ERC program.
  • Track and coordinate SMEB flow from the CCMDs, through the Joint Staff TMT process, through submission to the Under Secretary of Defense for Policy (USD(P)), and closeout the SMEB once submitted by USD(P) to the National Security Council.
  • Support PPB by providing support to the collection, processing, and analysis of Combatant Commander plans for authority under 10 USC Section 321 as well as coordination with Defense Security Cooperation Agency (DSCA) and OSD Staff.
  • Develop a draft Plan of Action & Milestones (POA&M), including detailed checklists, ground rules, venue and meeting space requirements, registration, visitor information booklets, information packets, briefing binders, note-taking and recording, and follow-up support to facilitate Joint Staff J-7 hosted conferences, working groups, and planning meetings.
  • Draft appropriate documents summarizing the proceedings and outcomes of J-7-hosted conferences.
  • Support collection and analysis of annual and quarterly out of cycle Section 321 plans from the Combatant and submission to DSCA.
  • Maintain, file and retrieve hardcopy and electronic program documents to meet program management support requirements.
  • Schedule and coordinate conference rooms and audiovisual support as required.

Required Experience

  • Active DOD TOP SECRET clearance with SCI eligibility
  • Either a Bachelor's Degree with three years experience OR a minimum of five years warfighting operational experience
  • At least three years experience in two or more of the following:
    • Experience with Joint Training, Joint Exercises, and the Joint Event Life Cycle (JELC)
    • Experience in performing, coordinating and/or delivering training to CCMD and Joint Task Force Headquarters staffs
    • Knowledge of Department of Defense organizational structure, doctrine and terminology
    • Knowledge of Joint Staff joint training internal procedures and staff operations
    • Experience with DoD financial systems and processes
    • Demonstrated ability to professionally interface, produce documentation for, provide presentations and speak with authority to senior military and other DOD personnel and organizations
    • Demonstrated ability to edit and produce executive-level correspondence suitable for distribution to senior leaders across the DoD
    • Experience with collecting data, analytical analysis and determining courses of action
    • Experience with providing strategies and recommending solutions for risk mitigation
    • Experience in conducting quantitative and qualitative analysis and evaluations
