SALARY: $90K - $110,000 (depending on experience)
WORK LOCATION: Washington Metropolitan Area Residence is preferred

OVERVIEW:
We are seeking a highly skilled and motivated Business Development Proposal Writer to join our team. As a key member of our business development team, you will be responsible for crafting compelling proposals tailored to the specific needs of federal government clients in the IT sector. You will collaborate closely with technical subject matter experts, project managers, and executives to develop winning proposals that showcase our company's capabilities and solutions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop and write high-quality, compliant proposals in response to federal government solicitations, including requests for proposals (RFPs), requests for quotes (RFQs), and requests for information (RFIs).
  • Conduct thorough research to understand client requirements, industry trends, and competitive landscapes to inform proposal content.
  • Collaborate with technical teams to translate technical solutions into clear, persuasive proposal language.
  • Ensure proposals adhere to all solicitation requirements, including formatting, page limits, and submission guidelines.
  • Manage the proposal development process, including scheduling and facilitating proposal content meetings, coordinating draft/color team reviews, and tracking proposal progress.
  • Edit and proofread proposal content to ensure accuracy, clarity, and consistency.
  • Contribute to the development and maintenance of proposal templates, boilerplate content, and proposal best practices.
  • Stay informed about changes in federal procurement regulations, policies, and procedures that may impact proposal development efforts.
  • Support business development efforts by assisting with capture planning, opportunity identification, and market research activities as needed.
  • Collaborate with other members of the business development team to continuously improve proposal processes and increase win rates.
  • Display professional conduct and ensure respectful interactions during any contact with coworkers, supervisors, clients, customers and other vendors or community members.
  • Adhere to all state and federal laws and regulations.
  • Follow all company policies and procedures.

POSITION REQUIREMENTS:

  • Minimum of 5-7 years of experience in business development proposal writing, preferably in the federal government IT sector.
  • Bachelor’s degree in English, Communications, Business, or a related discipline. Graduate degree and relevant professional certification/registrations preferred.
  • Strong understanding of federal procurement processes and familiarity with government contracting regulations (FAR, DFARS, etc.).
  • Excellent writing, editing, and proofreading skills, with the ability to convey complex technical concepts clearly and concisely.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with proposal management software/tools (e.g., GovWin, Shipley, APMP).
  • Ability to work independently and collaboratively in a fast-paced, deadline-driven environment.
  • Strong organizational skills and attention to detail.
  • Excellent interpersonal and communication skills, with the ability to effectively interact with internal stakeholders and external clients.
  • Experience working on cross-functional teams and managing multiple concurrent proposals.
  • Authorized to work in the US.

  • Ability to travel occasionally and work flexible hours as needed to adhere to deadlines.

TRAINING REQUIREMENTS

  • Satisfactorily complete training as identified by supervisor or Human Resources.

PHYSICAL DEMANDS

  • Use manual dexterity, tactile, visual, and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
