Coordinates employee benefits programs for approximately 500 employees including medical, dental, life insurance, short- and long-term disability, Retirement Plan 401(k), section 125 cafeteria plan, HRA, FSA, COBRA, FMLA, voluntary benefits, EAP, worker’s compensation, employee return-to-work program and other benefits as applicable.
Works with the President/CEO, HR Director, agent of record and other insurance representatives to research cost effective benefit options and programs design to meet the needs of our employees within ARCA’s budget constraints. Works with HR Director and the employee benefits Broker of Record to prepare, schedule, coordinate and conduct annual Open Enrollment Meetings to advise employees of benefits options and changes. Works with HR Director to prepare, schedule and conduct monthly benefit enrollment meetings; ensures accurate and timely submission of enrollment documents. Serves as administrator for ARCA’s retirement plan 401(k), working with the HR Director, ARCA’s Human Resources Advisory Committee and plan provider to ensure compliance with ERISA, Pension Protection Act of 2006, and all applicable laws. Works with COBRA administrator to ensure compliance with required notices and payments. Works with the HR Director, supervisors, Finance, Training and ARCA Leadership to ensure effective and efficient delivery of benefits to employees. Benefits Documents: Works with HR Director, benefits provider, organizations, and legal counsel as necessary to ensure all benefits-related documents summary plan descriptions and electronic records are current and maintained in an accurate, timely and confidential manner in compliance with HIPAA, GINA and all application regulations. Administers ARCA’s Employee Wellness program and works closely with our vendors to ensure employees receive updates and training on Wellness initiatives. Organizes and runs ARCA’s annual employee Health Fair. Leads ARCA’s monthly Wellness committee meetings.
Compliance and HRIS Duties:
ACA Administration: Ensures ARCA is complaint with all areas of the Affordable Care Act in employee benefits. Monitors stability periods, offers benefits in the prescribed timeframes, reconciles ACA monthly, files ACA each year with the IRS, and ensures employees received their IRS mandated forms on time and correctly. Responds to any request from the IRS for more information. Works closely with ARCA’s employee benefit broker to ensure ARCA is complaint with ACA regulations.
Recordkeeping: Collects, maintains, collates and generates appropriate records and reports in compliance with applicable laws, regulations, and ARCA policies for benefits, worker's compensation claims, accident investigations, blood borne pathogens potential exposure incidents, FMLA, and OSHA.
Retirement Administration:
Works with the HR Director, retirement plan provider, and ARCA’s Human Resources Advisory Committee to oversee and administer ARCA’s 401(k) retirement plan. Facilitates communication between the retirement plan provider and employees. Works with HR Director, CFO and retirement plan provider to prepare for and respond to annual 401(k) audit and ensure compliance with all applicable regulations.
Qualifications: Bachelor’s Degree in Business Administration/Human Resources or a related field from an accredited university preferred. Minimum of three (3) years’ experience administering comprehensive benefit plans (including health, dental, life, LTD/STD, FSA, HRA, 401(k) plans), must have used an HRIS system to performs tasks for large companies and organizations.
A minimum of three years’ experience in Human Resources, with proven ability to understand an operate well in a HRIS system including preparing reports, managing employee databases, performing Payroll and/or Employee Benefit processing using an HRIS System. Must have a working understanding and experience with the Affordable Care Act as it pertains to employee benefits; either in benefit reporting or in the measurement and offering of employee benefits. Good knowledge of state and federal laws and regulations related to benefits administration, i.e. ACA, ERISA, COBRA, GINA, ADA AA, FSA, HRA, 401(k). Must have experience providing training and making group presentations. Skill in managing multiple priorities in a fast-paced work environment with an ability to attend to details and complete work in an accurate, efficient manner. Skill in organizing work, problem solving and meeting deadlines. Ability to communicate (verbally and in writing) in a clear, effective, and professional manner. Ability to make presentations to groups of people. Skilled in data entry, preparing and maintaining records, responding to correspondence, and using a HRIS system to prepare reports and gather needed information. Ability to seek out answers for questions related to the job; Ability to think critically to solve problems. Ability to provide excellent customer service to internal and external customers. Demonstrated computer expertise using a HRIS system, Internet/Intranet, Microsoft Windows, Outlook, Word, Excel, Power Point, Publisher, Web-based Platforms, other software applications, and scanning.
