Overview:

The objective of this role is to lead and manage project workforces supporting Federal clients, ensuring successful workforce staffing, leadership, technical quality, schedule adherence, and administrative performance. This involves creating detailed status reports and dashboards for task order monitoring and executive review.

Background:

Ardent Eagle is in search of a Program Manager to oversee the efficient staffing, execution, monitoring, control, and completion of multiple Time and Materials (T&M) task orders. These task orders vary in size, ranging from 1 to 25 personnel and are associated with different program offices (think 'clients') within Federal Agencies. Some of these tasks are highly visible and require diligent management. This role encompasses both direct (~75%) and indirect (~25%) responsibilities and is stationed at our Arlington, VA office.

Responsibilities:
  • Fulfill both direct (~75%) and indirect (~25%) duties within the position.
  • Lead and supervise personnel to ensure work meets required quality and timeliness standards, distinguishing between busyness and productivity.
  • Act as the primary point of contact accountable for successful staffing, execution, monitoring, controlling, and completion of multiple independent Time and Materials (T&M) task orders, varying in size and visibility, each with their own supported program office within a Federal Agency.
  • Report to and collaborate with the contractors Program Manager.
  • Provide effective leadership for assigned direct charge/billable task personnel across various functional specialties.
  • Manage expectations of clients and the company's Program Manager.
  • Track and monitor financial and manpower data and projections, managing to agreed-upon task order baselines and contractual obligations.
  • Ensure adherence to program quality assurance and control methodologies, monitoring program services, work products, and deliverables for timely client acceptance.
  • Identify opportunities to enhance organizational effectiveness and efficiency.
  • Prepare programmatic reports as necessary and oversee task order burn rates and financials.
  • Establish, monitor, and achieve client and company task order performance metrics.
  • Expand task orders while maintaining excellent performance evaluations and client relationships.
  • Develop and review task order-level plans and provide analysis and recommendations for reviews with clients and program/company management.
  • Assist in drafting programmatic content for vendor subcontracts and provide input and analysis on proposed task order contract modifications.
  • Contribute technical content and analysis to proposals for recompetes and new task order work.
  • Demonstrate a proactive and driven approach in daily activities.

Travel Requirements: Regular visits to client sites in and around Washington, D.C. are essential, with occasional travel to the company headquarters in Tampa, FL.

Qualifications:
  • Approximately 8 years of relevant project or task order experience supporting Federal clients, with a minimum of 48 months in a supervisory role.
  • Direct responsibility for workforce staffing and leadership, technical/quality oversight, schedule management, and administrative performance.
  • Experience leading multiple project workforces in various settings, including on-site, hybrid, and full telework arrangements.
  • Proficiency in creating detailed written status reports and dashboards for task order monitoring and executive review.
  • Proven track record of successful people leadership, including a sense of urgency in addressing client and management inquiries.
  • Strong communication skills, both written and oral, with exceptional command of the English language for writing, editing, and proofreading.
  • Process-oriented with a robust organizational capability and exceptional attention to detail.
  • Advanced proficiency in Microsoft 365 applications, particularly Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to lead on-site, hybrid, and full telework workforces, coupled with exceptional writing and document review skills.

Desired Experience:

  • Prior support experience with the U.S. Census Bureau or U.S. Department of Commerce.
  • Project management or task lead involvement in software testing, applications development, training, and technical training.
Clearance:

Education:

Bachelor's degree in a relevant field or equivalent qualification.

Candidates with a Master's degree in a related field will be given additional consideration.

Certification(s):

Project Management Professional (PMP) certification from Project Management Institute
