Job Summary:
This position provides purchasing and financial expertise, management, and oversight on all purchasing matters for the Agency. This position directs all purchasing and associated financial activity for the Division through subordinate Purchases and Contractors. This position will assist in establishing and implementing purchasing policies and procedures.
This position provides management and oversight on all purchasing matters for the Agency including: training on the Document Request System (DRS); implementation/training of purchasing policies/procedures; maintenance/modification of the Purchasing Manual; accurate and timely completion of Requisitions/Receipts; proper closing of both APP and manual purchase orders; resolution of budget errors; understanding of types of purchasing vehicles; training of all purchasing topics to new ADHS purchasers; ensuring accountability; ensuring compliance with all applicable federal and state laws, regulations, rules, and policies; supporting and enhancing the Agency's Continuous Quality Improvement (CQI) initiatives; strategic planning; and leading/supervising subordinate staff.
This position will work with both its direct and indirect reports to; educate, empower, and build succession plans mitigating risk to the agency while building skill sets that will provide opportunities for growth and advancement. This will ensure purchasing/finance staff from all divisions are working closely to maximize coordination, cooperation, and communication to improve efficiency, effectiveness, and standardize work practices across the agency. Coordinating and integrating the activities of multiple professionals and subordinate staff whose programs and/or organizational units interlock extensively to meet established organizational objectives and program goals. This position will also provide Agency wide training of Purchasing topics to all levels of agency staff to expand purchasing knowledge to all those involved at any level to minimize risk to the agency. This position will also document new processes learned and cross train co-workers.
This position will establish and track metrics associated with the Purchasing process. As technology changes this position will be required to learn and adapt to new software related to data reporting and dashboards.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. The candidate should have a willingness to commute half of the time.

Job Duties:
-Directly supervises Purchasing/Financial Staff. Provide guidance, mentor-ship and training to subordinate staff
-Management and oversight on all purchasing and associated financial matters for the Division including: maintenance/modification of the Purchasing Manual; accurate and timely completion of Requisitions/Receipts; proper closing of both APP and manual purchase orders; resolution of budget errors; understanding of types of purchasing vehicles to use.
-Ensure compliance with the Arizona State Accounting Manual, Generally Accepted Accounting Principles, and any and all applicable State and Federal Regulations. Identify potential internal control weakness, and recommend/implement potential solutions.
-Consult with executive level management to develop and monitor division purchasing metrics, identify potential risks, and recommend potential solutions. Report and Dashboard development using data analysis software. Must be able to adapt and learn current software being used as technology evolves.
-Agency wide training of Purchasing Topics provided to all levels of agency staff. Standard work development of processes learned and cross training of co-workers.
-Other duties as assigned as related to the position (typically 5% - 10%)
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
Principles, concepts, practices methods and techniques of governmental purchasing
- State of Arizona Accounting Manual
- State government processes
- Federal and State laws, regulations, and policies that govern the programs administered
- State financial systems including AFIS, APP, and HRIS
- Management, leadership and motivational techniques
- Performance Management (PM), Project Management, Continuous Quality Improvement (CQI), and Lean methodologies.
Skill in:
- Multiple leadership and supervision techniques including interpersonal skills, and building and maintaining professional working relationships and emotional intelligence
- Analysis, interpretation and communication of purchasing data, and techniques to accurately maintain purchasing data via various systems and Business Intelligence tools

Selective Preference(s):
Bachelors degree in a related field with 4 years of relevant financial experience OR 6 years of work experience in purchasing, budgeting, and/or governmental Accounting can be considered in lieu of a degree.

Retirement:
To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution.
