The Department of Economic Security, Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Human Services Specialist 2.

The Human Services Specialist 2 serves members with developmental disabilities, e.g., Autism, Cerebral Palsy, Intellectual Disability, Epilepsy, etc.

by supporting them and their families to lead the healthiest, most self-sufficient and productive lives within their capabilities.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties :

Essential Duties and Responsibilities include but are not limited to :

  • Drive a vehicle to conduct onsite visits to members' homes, schools and / or program sites to develop relationships and to discuss service needs and supports.
  • Develop, write, review, monitor and evaluate Individual Support Plan (ISP) in accordance with mandated timeliness and document individual progress and concerns, and complete appropriate referrals to community agencies.
  • Research community for available resources to meet needs identified in ISP and to inform member of resource options.
  • Facilitate meetings and program visits to assist with member / family choices; Complete referrals for assessed / covered services.
  • Collaborate with community agencies to provide assistance and support to members and families in crisis.

Knowledge, Skills & Abilities (KSAs) :

  • Knowledge of : Health Insurance Portability and Accountability Act (HIPAA).
  • Medical and behavioral health issues and terminology.
  • Methods, procedures, and techniques used in the development of Individual Support Plans (ISP).

Skill in :

  • Oral and written communication.
  • Developing, evaluating, and maintaining member service plans.
  • Interviewing, counseling, and interacting with members and family members.
  • Problem identification and resolution.

Ability to :

  • Work independently and within diverse work teams.
  • Document case files and information within required / mandated timelines.
  • Maintain confidentiality.

Pre-Employment Requirements :

This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply : Driver's License Requirements.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks.

The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training.

An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
  • Candidates for this position shall be subject to a search of the Child Protective Services Central Registry pursuant to A.R.S. 8-804.7
  • As required by AHCCCS Contract No. YH6-0014, a Case Manager must be an Arizona licensed registered nurse in good standing OR possess a degree in social work OR possess a bachelor's degree in psychology, special education, or counseling AND have at least one (1) year experience providing case management services to persons who are elderly and / or persons with physical or developmental disabilities and / or members determined to have a Serious Mental Illness (SMI) OR have a minimum of two (2) years experience providing case management services to persons who are elderly and / or persons with physical or developmental disabilities and / or members determined to have a Serious Mental Illness (SMI).
  • For case managers who will serve persons who are elderly and / or persons with physical or developmental disabilities and have been determined to have an SMI the requirement is as follows :

1. One (1) year of case management experience serving the elderly and / or persons with physical or

developmental disabilities, AND

2. Two (2) years of case management experience serving members determined to have an SMI.

Or in compliance with current AHCCCS Contract No. YH6-0014 contractual requirements.

Retirement :

State employees are required to participate in the Arizona State Retirement System (ASRS), the State-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.

The ASRS-defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
