Summary

The Nuclear Fuel Procurement Specialist provides in-depth technical, economic and analytical support in the development of long-range nuclear fuel procurement forecasts and budgets.
Shares accountability with others to accomplish nuclear fuel acquisition strategies and goals by analyzing fuel market opportunities, investigating options and performing economic analyses.
Develops, negotiates and manages contracts and contract revisions as a nuclear fuel buyer.
Plans and conducts nuclear fuel requests for proposals and presentations.
Responsible for technical decisions and interpretations.
Provides technical guidance and leadership to other personnel.

Minimum Requirements

A four-year Bachelor's degree in business, finance, accounting, economics, engineering, information technology or mathematics from an accredited college or university plus eight (8) years of experience in engineering, contract management and/or finance/business operations-related positions.
Preferred Special Skills, Knowledge or Qualifications:
Advanced knowledge and abilities in contract language, economic and financial analysis techniques, business processes, competitive trends, research and data management.
Excellent human relation and oral/written communication skills.
Advanced knowledge of Microsoft applications (Excel, PowerPoint, SharePoint, etc.).
Experience in economics or finance.
Experience in the utility or energy services industry.
Experience in nuclear power, supply chain management, business law, contract management (including MLIS application).
Knowledge of computer programming languages, Power BI.
Nuclear requirement:
Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.
Any PVNGS employee may be called upon to support a refueling or short-notice outage.
This includes line roles and responsibilities as necessary to execute outage activities.
These are conditions of employment at PVNGS.

Major Accountabilities

1) Develops the nuclear fuel requirements forecast and annual budget for the Palo Verde nuclear fuel supply chain using advanced computer models.
2) Maintains control of fuel costs within authorized budget.
Provides accurate and complete fuel cost and usage information for official budgeting purposes on a monthly basis.
3) Analyzes, prepares, negotiates and administers contracts as a nuclear fuel buyer for all aspects of the nuclear fuel supply chain.
This includes developing fuel contracts, reviewing contracts from suppliers, partnering with Legal on contract reviews, generating purchase orders and contract notices, reviewing invoices and maintaining supplier relationships.
(The fuel contract is also reviewed by each of the participant owners.)
4) Evaluates complex nuclear fuel agreements to support contracting in the most economical manner that strengthens the company's competitive market position.
Develops and implements the most current, creative and technically correct contract terms and conditions, thereby reducing the company's risk/liability.
5) Performs analysis of complex cost, inventory and regulatory issues related to nuclear fuel.
Provides recommendations and presentations to upper management, departments and Palo Verde Participants on fuel supply issues, including development of testimony for adjudication and rate cases in federal and state arenas.
6) Supports Generation Accounting with determination of nuclear fuel expense and regulatory reporting requirements.
7) Analyzes fuel market trends and opportunities.
Investigates options to ensure a secure supply of nuclear fuel.
8) Maintains fuel supply data.
Remains cognizant of industry trends and contract options to obtain the lowest cost fuel that conforms to the risk management guidelines.
9) Develops and maintains strong working relationships with nuclear fuel suppliers and other nuclear fuel buyers in the industry, including the Palo Verde Participants.

Hybrid Role:

This position combines working in the office and at home, based on the needs of the business. The schedule will be determined with the hired employee and leadership, but the ultimate decision is the company's.

Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
