ASR International is Hiring a Construction Project Specialist Engineer Near Denver, CO

ASR is seeking an experienced Construction Project Specialist Engineer (PSE) with Top-Secret clearance for an exciting and prestigious position. The PSE will play a pivotal role in overseeing and managing design, design-build, and construction projects in support of the White House, President’s Park, and USSS support facilities. Responsibilities include design and constructability reviews, contract administration, coordination among stakeholders, technical document review, and preparation of project/contract documents and directives.

This is a full-time Remote/Telecommute position.

The PSE will serve as a design and construction engineer to assist the government with oversight and management of design, design-build and construction projects which are currently underway or which are planned for execution under the design and construction program for the White House, President’s Park and support facilities. Work includes design and constructability reviews, administration of construction contract(s), construction management, coordination among project stakeholders, technical document and price proposal reviews and analyses, and the preparation of project/contract documents and directives. Responsibilities:

The primary role of the PSE is to assist the Governments Project Manager in cradle to grave project management and administration. The PSE will oversee, manage and inspect the work of various design and construction contractors performing work for various design and construction activities on multiple projects as delegated by the Contracting Officer through the Firm; The PSE shall actively manage, monitor, guide and inspect projects for progress, quality, budget and costs, and conformance with contract documents and project requirements.
  • Project Management and Administration:
  • Assist the government Project Manager in cradle-to-grave project management and administration.
  • Oversee, manage, and inspect the work of design and construction contractors across multiple projects as delegated by the Contracting Officer.
  • Actively manage, monitor, guide, and inspect projects for progress, quality, budget, costs, and compliance with contract documents.
  • Coordination and Problem Resolution:
  • Coordinate closely with the Project Manager and other stakeholders to resolve issues, problems, and delays promptly.
  • Assist in creating and delivering formal written notifications and directions to contractors and project stakeholders.
  • Draft various project/contract documents and correspondence as necessary.
  • Issue Investigation and Analysis:
  • Investigate and analyze issues impacting project schedules, budgets, or costs.
  • Coordinate with project stakeholders and provide recommendations to the Project Manager and/or Contracting Officer.
  • Contract Administration and Technical Documentation:
  • Prepare Scopes of Work, Cost Estimates, and technical documentation for design and construction contracts and modifications.
  • Review and analyze contractor price proposals, prepare negotiation positions, and participate in contract negotiations.
  • Review contractor schedules and requests for payment, ensuring accuracy and compliance.
  • Technical Review and Analysis:
  • Review and provide detailed technical analyses and comments on contractor-submitted designs, shop drawings, etc.
  • Coordinate review processes with project stakeholders and consolidate feedback effectively.
  • Review and process contractor Division 01 submittals, ensuring compliance with management plans.
  • Contract Submittals and RFIs:
  • Track and monitor contract submittals to ensure timeliness and resolution of issues.
  • Provide clear and definitive responses to Requests for Information (RFIs) through coordination with stakeholders and review of contract documents.
  • Dispute Resolution and Claims Management:
  • Assist in resolving disputes between contractors and project stakeholders or Government personnel.
  • Review and document contractor claims for additional costs or time adjustments.
  • Completion and Performance Monitoring:
  • Prepare draft completion reports promptly after final payment and provide to the Government project team.
  • Monitor overall contract performance, ensuring compliance with contract requirements and adherence to project constraints.
  • Plan, prepare, and execute corrective actions in coordination with the Project Manager.
  • Construction Engineering and Review:
  • Review designs, plans, shop drawings, etc., for constructability, logistical, and security considerations.
  • Collaborate with government team personnel to provide comprehensive reviews and recommendations.
  • Field Inspections and Travel:
  • Travel occasionally for on-site inspections, investigations, and meetings, often requiring physical agility and outdoor work.

Qualifications:

  • Top-Secret level security clearance or ability to obtain a Top-Secret level security clearance.
  • Bachelor’s degree in Engineering, Construction Management, or related field. A registered P.E. or a Master’s degree in Engineering, Construction, or related field is preferred.
  • Minimum of 6 years of relevant construction/engineering experience, including management of Federal Government projects.
  • Extensive experience managing projects of varying complexity with multi-year phasing, overlapping schedules, and high visibility.
  • Proficiency in design and construction practices, building codes, cost estimation, negotiation, and technical writing.
  • Strong written and verbal communication skills, with the ability to solve problems and resolve conflicts effectively.
  • Expertise in project management software (e.g., Microsoft Project), Microsoft Word, and Excel.
