Electrical Inspector
ASR International Corp. is seeking an Electrical Inspector (EI) to support the Bureau of Reclamation (BoR) at the John W. Keys III Pump Generating Plant in Grand Coulee, WA as part of the Columbia Basin Project. BoR is modernizing the Excitation System, Governor, and Protective Relay Replacement and Controls Modernization at Reclamation John W. Keys III PGP in Grand Coulee, WA, including modernizing and replacing batteries at the Right Power Plant (RPP), Left Power Plant (LPP), Pump Generating Plant (PGP), and the Washington Power Plant (WPP) of Grand Coulee Dam.The EI will observe and inspect the process and products of the construction contractor to ensure compliance with plans and specifications, monitor construction contractor safety compliance, communicate with the Reclamation Project Team to inform them of developments in the progress of the work, and document construction project activities through written reports and photographs.BoR is a water management agency with 600 dams in 17 western states. BoR is the largest wholesaler of water in the country and the second largest producer of hydroelectric power in the western US.Electrical Inspector Responsibilities: - Be on-site at all times construction contractor is on-site to observe and inspect the activities, process, and products of the construction contractor to ensure compliance with plans and specifications. The CI will monitor activities regarding the construction contractor. CI shall become familiar with the plans and specifications, contract documents, referenced standards, and approved submittals.
- Document construction contractor activities through construction inspection reports and captioned construction photographs that accurately, concisely, and completely document the construction contractor’s activities.
- Report to and be in communication with Reclamation’s Supervisory Resident Electrical Engineer (RE) to keep them apprised of construction contractor’s progress and any construction related and/or non-compliance issues that may arise during construction contractor ‘s performance of the work.
- Monitor the construction contractor’s safety compliance. Monitor safety of construction contractor work practices and activities for compliance with the construction contract, the construction contractor’s Health and Safety Plan, and Reclamation Safety and Health Standards.
- Attend and document construction contractor safety meetings, and review construction contractor prepared Job Hazard Analyses.
- Provide a weekly journal report to accompany the CI’s timesheet documenting the CI’s hours of performance, activities, and interactions.
Personnel Qualifications:- Experience and demonstrate proficiency in performing construction inspection within the last five years to ensure compliance with plans and specifications.
- Knowledge and experience with mechanical and electrical work such as exciter, governor, and control system replacements, including the following: experience in electrical construction and control system installation oversight/inspection for protection relays, pump/generator control systems, and power distribution.
- Experience associated with hydro-generator testing, including reporting problems.
- Ability to determine wiring defects, grounding non-conformance, failures, issues, and repairs of a complex nature.
- Knowledge of Reclamation Safety and Health Standards.
- Experience inspecting or oversight of inspection for power distribution, relay protection, and control upgrades with at least one turbine or pump unit exciter or control system upgrade/replacement.
- General knowledge of OSHA construction safety, including fall protection (certification within the last three years). Knowledge of Reclamation Safety and Health Standards as they apply to construction is preferred but not required.
- Training/certifications in the following: Hearing Conservation, Hazard Communication, FIST 1-1 Hazardous Energy Protection (Lock-Out-Tag-Out) and Fall Protection. Reclamation’s FIST 1-1 (HECP-Hazardous Energy Control Program) training requirements.
- Proficient computer skills including Microsoft Office (Teams, Word, Excel, etc.), Adobe professional, and email. Ability to communicate proficiently at a standard government document level both orally and in writing.
- Proficient use of a camera, framing images, re-naming image files, transferring images, and incorporating photography and captioning into a report.
- Required mental and physical ability to work the required hours, in ambient weather conditions, and mobilize around powerplant and construction site.
- Performs in a professional, responsible manner. Works independently and as a team member and follows industry standards. Keeps the COR advised of the CI’s performance and travel.
Project OverviewThe primary components of the construction work to be performed by the EI includes:- Design unit control system communication network and provide interface to existing Government SCADA system.
- Provide distributed input/output (I/O) cabinets, hardware, and system integration.
- Remove and Replace Protective Relay Systems and Control Panels
- Providing temporary DC power for duration of project.
- Providing new batteries, battery racks, disconnect switches, battery acid containment, battery monitoring equipment, and any equipment necessary for installation.
- Providing new conductors, breakers/switches, and any equipment necessary for installation.
- Installing new batteries, battery racks, battery acid containment, and battery monitoring equipment in corresponding locations.
- Remove and replace existing interior high-bay metal halide fixtures with new light emitting diode luminaries.
