Position: Sr. Program Director
Location: Raleigh, NC
Schedule: Hybrid
Contract : 1-Year Renewals Each Year
Note :: Locals are highly preferred .Near by states within 10 hrs drive also ok
RESPONSIBILITIES:
· Work closely with program and project sponsors, PPMs, to identify and prioritize initiatives at a division level.
· Establish and implement a governance model for the DPH data modernization program.
· Collaborate with business and IT leaders along with the project Portfolio Manager, and other staff to develop and prioritize identified efforts and develop modernization roadmap for DPH.
· Determine data needs and support all the activities needed for the development of the Dashboard Visualization needed by the division.
· Collaborate with stakeholders to develop the plan to deliver business intelligence solutions, dashboards, and data visualizations.
· Work with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the program.
· Manage and obtain various DHHS and state approvals for initiating projects within the program.
· Participates in the development of Statements of Work (SOW) and Request for Proposal (RFP) in collaboration with the business and other agency teams for projects within the program.
· Manage multiple Vendor engagements.
· Identify key requirements needed from cross-functional teams and Vendors.
· Work with other program managers to identify risks and opportunities across multiple projects within the department.
· Manage budget and funding channels for maximum productivity.
· Tracks, maintains, and presents program details, progress, status, risk, and other relevant topics to senior and executive management.
· Work with Project Portfolio Managers and Project Managers within the program to develop and Maintain Program-level data across multiple efforts and present Program dashboards in ESCs and maintain clear, effective, and transparent communications.
· Manage resource allocations and expectations for the program.
· Collaborate with the State DIT to ensure program compliance with the State IT Roadmap and all State security requirements.
JOB QUALIFICATIONS:
· Proven ability to conceive and promote a strategic vision for data and data management.
· Extensive Program management experience, planning and managing large complex technology business programs.
· Exposure to modern data architecture, data lake, data warehouse, and relational database structures.
· Proven ability to work in a technically diverse environment with an assortment of products, platforms, and services.
· Experience with on-site, off-site, and cloud-based database solutions.
· The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent leadership, negotiation, time management, facilitation, and organizational skills.
· Experience in the management of a portfolio of multiple projects that may be in significantly different stages of development or have differing timelines and priorities.
· Experience in communicating in a fashion tailored to the audience and their needs.
· Excellent written communication and presentation skills.
· Demonstrates experience in working effectively with all levels of staff, clients, and other IT personnel.
· Experience in the responsibility for acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timeframes, and quality for a program.
· Experience in proposing and leading strategic initiatives.
· Ability to identify and plan systematic corrective action to reduce errors and improve the quality of the systems and services, by examination of the root causes of problems.
· Demonstrated ability to provide advice, assistance, and leadership in improving the quality of IT projects, by focusing on program definition, management, repeatability, and measurement.
· Ability to build, influence, lead, and motivate effective teams toward end results.
· The ideal candidate would also have knowledge of or experience managing projects for deploying systems using the Agile methodologies.
REQUIRED SKILLS:
· 7 years of experience with Program Management experience managing multiple large complex projects.
· 7 years of experience in developing and prioritizing identified efforts and develop data modernization roadmap.
· 5 years of experience developing business case, Cost Benefit, and market analysis.
· 7 years of experience with a proven track record of delivering IT projects within budget, scope, and schedule.
· Objective decision-making ability based on strategic objectives priority, business performance analysis, and resource availability.
· 7 years of hands-on experience managing project risk, cost, schedule, quality, testing, and communications.
· Strong supervision, organizational, interpersonal, and time management skills.
· Demonstrated presentation, training skills, oral and written communication skills.
· 7 years of experience in developing the plan to deliver business intelligence solutions, dashboards, and data visualizations.
· 7 years of proven ability to conceive and promote a strategic vision for data and data management.
· 5 years of experience managing or supervising IT application/system replacement projects.
HIGHLY DESIRED SKILLS:
· PMI certification Project Management Professional (PMP).
· Candidate with Agile (PMI-ACP) Certification.
· State Government experience.
· Public heath experience is a plus.
· Experience managing the implementation of a statewide IT project.
· 3 years of exposure to modern data architecture, data lake, data warehouse, and relational database structures.
Ability to work in a technically diverse environment with an assortment of products, platforms, and services
