THIS JOB DESCRIPTION DOES NOT ATTEMPT TO LIST ALL OF THE DUTIES THAT ARE OR MAY BE PERFORMED IN THIS POSITIONPrimary Duties.1. Provides assistance, guidance and direction to Division personnel regarding -Compliance and adherence to DOT/PHMSA and state pipeline safety regulations and DHS/TSA pipeline physical security guidelines,Regulatory compliance inspections or audits, andEmergency preparedness and response activities. 2. Administers, oversees and publishes enterprise compliance programs, procedures and manuals including: Operation and Maintenance Plan, Public Awareness Plan, Control Room Management Plan, Procedures, Integrity Management Plans and Operator Qualification Plan.3. Administers, oversees and maintains enterprise emergency preparedness and response plans, programs and resource recommendations in accordance with federal, state and local regulations and API-RP-1173.4. Designs and facilitates tabletop exercises and functional drills. Evaluates results to determine adequacy of preparation and response. Modifies procedures, plans and training to address opportunities for improvement.5. Facilitates post-event response reviews and partners with affected teams to confirm that identified improvements are implemented in a timely manner.6. Acts as liaison with industry partners, federal, state and local emergency management officials. Provides assistance to the operating divisions in their coordination with state and local officials in order to achieve emergency management objectives and coordinated emergency response efforts7. Monitors industry-specific developments and best practices related to emergency response, incident management, unified command and incident command systems. Incorporates findings and recommendations into procedures, plans and training as appropriate.8.Develops and monitors functional area budgets to ensure efficient utilization of resources. Plans, directs, and reviews the achievement of area goals and objectives within established company policies.9.Maintains adequate staffing levels to ensure proper administration of activities. Selects, develops, motivates, and evaluates the performance of assigned employees.MINIMUM REQUIREMENTSEducational/Experience Level:Bachelor's degree in Business Administration, Engineering, or a related field and seven years progressively responsible professional experience in the natural gas industry operations management and/or compliance work; or equivalent.Communication Skills:Requires the ability to communicate, persuade and/or influence internal and/or external customers at a high level such as senior management on matters of a technical and/or complex nature.Numeric Skills:Requires the ability to perform analyses involving ratios, percentages and simple statistical methods.Computer Skills:Requires advanced knowledge of various software applications to create complex documents, reports and graphics.Work Conditions:Works in an office environment.
